TOPIC: Improving access to mental health services globally

The World Health Organization,
Bearing in mind the fact that health issues are a growing concern worldwide, affecting individuals of all ages, genders, and socioeconomic backgrounds,
Recognizes the stigma as a major issue that is impacting the global and
the maintenance of people around the world,
Aware of the COVID-19 pandemic being the major catalyst for mental health issues worldwide,
Fully aware of the major depression alone, expected to be the largest contributor to mental health issues by 2030,
Acknowledging that the burden of mental disorders could be largely prevented with known, affordable treatments,
Realizes that inadequate health systems limit progress,
Underlining the urgent need for improved access to mental health services globally,
Acknowledging the need for international cooperation and global collaboration to be taken into account in order to improve access to mental health services across the globe,
Affirming that all nations must do their part in this process,
Realizes that addressing the global mental health crisis requires a comprehensive, coordinated, and multi-sectoral approach that prioritizes the needs of vulnerable and marginalized communities,


1) Declares ending the unfair exclusion of mental health services from the legal right to choose.
2) Establishes loans with low interest.

(a) to make sure that underdeveloped and developing countries have enough money to increase training and support for mental health professionals in remote or underserved areas. ,


(b) to help reduce financial barriers to accessing mental health care. As mental health services can be expensive, and many individuals may not have the financial resources to pay for them out of pocket.
3) Calls for implementation of animal – assisted therapy, which has been found to be an effective treatment for many health issues. It has been used to reduce stress, anxiety, and depression in children and adults alike.
4) Establishes a drive to improve mental health services for all ages – children, young people and older people, and not just working age adults
5) Recommends creating an implementation group;
(a) first establishing a competent group of professionals with collective expertise in both public health and mental health,
(b) then making this group responsible for managing the plan and programme(s), facilitating the active participation of consumers and families in all components of the mental health network, and establishing collaborative intersectoral actions.
6) Recommends empowering mental health workers, by developing and implementing strategies to influence the delivery of services in line with the mental health policy and plan.
(a) to improve quality of care and increase access to it,
(b) to enhance workforce capacity,
(c) to advance mental health policy and practice.
7) Advices reinforcing intersectoral coordination, to ensure that mental health specialists in the ministry of health are made responsible for:
(a) coordinating activities with other ministries to jointly formulate, implement, and evaluate mental health interventions,
(b) supporting mental health workers in health districts to implement district intersectoral interventions,
(c) supporting mental health workers in health districts to enhance coordination among local health teams and other sector teams.
8) Appreciates NHS of England for the publication of the mental health Crisis Care Concordat, which is an agreement between over 20 national bodies that makes clear the care and support that people in crisis need, so that far fewer vulnerable people find themselves inappropriately in police cells; and much faster assessment and support for people in the criminal justice system, through liaison and diversion services.
9) Endorses a joint staff board of sponsor and signatory states, open to additions and amendments per order.
