In transactions, where both the parties, i.e. the supplier as well as the recipient of the service, are in 
India can be termed as domestic transactions. Such transactions can be further bifurcated as under: 
•
Inter-State (i.e. between two different states) 
•
Intra-State (i.e. within the same state) 
General Rule
Typically, the place of supply for services will be the location of the service recipient (the recipient 
needs to be a registered person). In case where a service is given to an unregistered person, the place 
of supply will be as follows: 
•
Location of the service recipient (if the address is available on track record). 
•
If Not, the location of the service provider 
2. Overseas Transactions:
International transactions are transactions where either the service recipient or the service provider 
is located out of India.

General Rule governing international Transactions
The place of supply for services in the case of, international transactions is as under: 
•
The location of the service recipient
•
In the case where the location of a service recipient is not available, the place of supply will 
be the location of the supplier. 
The importance of time, place and value of supply
Time of supply 
This implies the point in time when goods/services are considered 'supplied'. When the seller knows 
the '' time', it helps him recognize due date for payment of taxes.
