On Measures due to Further Developing System of Teaching Foreign Languages
The main points of the decree may be summarized as follows:
Applying international standards to meet the commercial, industrial, scientific and academic needs of Uzbekistan.
Teaching foreign languages, mainly English, from the first year of schooling.
The communicative approach is to be adopted.
Creating National Standards
Organizing National Testing Center
Raising Teachers’ Salary
Providing Modern Equipment for Foreign Language Rooms
Involving Mass Media in raising awareness of FL role nowadays

CEFR is an international framework, within which language ability is described and explained identically.
CEFR was recommended by the Council of Europe in 2001 to establish a system of validation of language ability.
The aim of CEFR is to introduce a method of learning, teaching and assessment.
Within CEFR, we teach competences necessary to communicate successfully.
