Of the 28 Indian states, seven in the Northeast and Kashmir in North are under Special Armed Forces Act. This provision permits police and other law enforcement agencies to shoot on mere suspicion. The aim is to control various insurgency moments in these states. Add a powerful army of several thousand armed guerrillas in some central states and close to one-third of the country is suffering from armed right-wing, left-wing and nationalist moments.
