Abstract 

Turkey's land developments planning have been regulated by the 3194 Zoning  Law which 

came into force in 1985. According to a law amendment made in 2018, A Construction Registration 

Certificate  could  be  given  for  the  buildings  that  were  built  against  zoning  law  before  31.12.2017. 

This law amendment is also known as Zoning Peace in public opinion. The Zoning Peace included

not only urban settlements but also  village settlements and  even  highland settlements. Millions  of 

citizens benefited from Zoning Peace by 2019.  

This study was carried out to determine the effect of Zoning Peace on highland settlements. 

The  number  of  buildings  in  the  highland  settlements  around  the  Karagöl  Mountain  in  Giresun 

province was determined by satellite images. The number of buildings before the reconciliation date 

and the number of buildings after this date were compared and analyzed. The result of the research 

showed that there were significant increases in the number of buildings in the highland settlements 

after  the  Zoning  Peace  date.  Suggestions  are  made  for  the  solution  of  the  highland  settlements 

problems which increased after the Zoning Peace.
