Education is known to be one of the determining factors in the development of any society. It could be that the progress of developed countries was primarily due to the globalization of the education system, high competition and investmand in education, which played a leading role. Since independence, Uzbekistan has undergone major educational reforms. The main objective have been to train skilled personnel to deal with innovative development and research approaches.
The higher education system plays an important role in addressing this problem. The development of international education could not be conceived with out international cooperation. That is why Uzbekistan has paid special attention to international cooperation since its early years of independence. In this area, in particular, relations have been established with the world’s leading countries. As a result of this cooperation, it has been possible not only to teach young people at foreign universities but also to open branches of weelknown educational institutions in Uzbekistan. It should be noted that the Russia Federation is Uzbekistan closest education partner. Cooperation between Uzbekistan and Russia in the field of higher education began to develop intensively following the signing of the Agreement between the Government of the Russia Federation and the Government of the republic of Uzbekistan on cooperation in the Field of Higher education of 27 July 1995.

Cooperation between Uzbekistan and Russia in the field of higher education began to develop intensively following the signing of the Agreement between the Government of the Russia Federation and the Government of the republic of Uzbekistan on cooperation in the Field of Higher education of 27 July 1995.
A clear example of cooperation is the opening of branches of Russia uneversities in Uzbekistan. The branch of the Russia G.V.PLEKHANOV ACADEMY of ECONOMICS .Tashkent was opening in 1995. During its existence, the branch firmly gained a place in the educational services market of Uzbekistan. The main areas of activity of the Plekhanov branch of REA are the training of highly qualified economists with higher education, retraining and upgrading of existing professionals, research work and consulting activities in the field of personnel management, labour economics, social protection of the population and others. Graduates of Philiala are awarded a diploma after graduating from the Plekhanov Russian Economic Academy, which is a document of higher education in the Republic of Uzbekistan.
