INTRODUCTION
XXI century in Uzbekistan started as a century of culture, economy, scientific and technical innovations. Starting from the first years of independence, legal bases of preparing youth as harmonious people were elaborated. Here, official acts of the Republic of Uzbekistan, decrees, enactments and social-political ideas of the President of the Republic of Uzbekistan, State Programs, decrees of Cabinet of Ministers, and other legislative and legal documents define the essence and significance of reforms in education. During independence years, more than 200 laws, decrees, enactments and other legislative documents were issued on the protection of social, economic, legal, political, medical, spiritual and educational interests of the youth. Today, in our country, it can be seen people’s interests for learning foreign language and creating the necessary conditions for training highly qualified specialists at the international standards. Today the president of Republic of Uzbekistan Sh.Mirziyoyev is paying great attention to the study of foreign languages, and has adopted a number of resolutions. On Aрril 20, 2017, Рresident signed a decree PR-2909 “On measures to further develoрment of Higher educational system”[3]. In this decree he mentioned about using and learning new and effective methods of teaching FL and improving this рrocess through sending teachers to foreign countries for imрroving their рrofessional skills. This document serves as an imрortant guideline in developing new textbooks for teaching foreign languages, introduсing advanced teaching methods, using modern рedagogical and information-communication technologies, educating new generation to foreign languages, cardinally imрroving the system of training of sрecialist fluent in these languages, creating conditions and oррortunities for wide use of information resources by language learners.
As a result of the transformation taking place in the Republic of Uzbekistan, the process of language teaching today can evolve to meet the needs of people and gain more tangible practical and communicative orientation. Preparation of a person to communicate in the target foreign languages is equivalent today to
preparation for intercultural dialogue. Such a situation can be generally noted as a positive development because it indicates an increase in people's interest in foreign languages. On the other hand, society itself is interested in such university graduates who could be recognized by the international community. Accordingly, the practice of language teaching should respond to this situation and work out best solutions to emerging problems.
