Methodological recommendations for the performance of independent control work to conduct analysis of safety
Students perform and submit to the teacher an independent test on standard A4 sheets. Students choose data for the analysis of the state of flight safety arbitrarily. Students are tasked with consolidating their knowledge in the field of analysis.
1. The structure and methodology of the analysis of the state of flight safety
1.1. Safety analysis should include:
• statistics of the main safety indicators for the reporting period in comparison with similar indicators for the previous period;
• determination of trends in safety performance indicators for the reporting period in comparison with similar indicators for the previous period;
• disclosure of the main causes (hazardous factors) that led to aviation events;
• analysis of hazardous factors identified in the reporting period;
• analysis of violations identified during the inspection of aircraft at aerodromes and measures to eliminate them;
• assessment of the effectiveness of measures taken to increase the level of flight safety during the reporting period and prevent the action of identified hazardous factors;
• conclusions from the analysis of the state of flight safety for the reporting period;
• safety recommendations aimed at preventing the recurrence of existing aviation events and the failure to identify identified hazardous factors;
• Description of the most characteristic aviation events.
1.2. The structure of the analysis carried out in the authorized body in the field of civil aviation and its territorial bodies is given in Appendix 1.
1.3. The structure of the analysis carried out in organizations and civil aviation enterprises is given in Appendix 2.
1.4. The state of flight safety in CA organizations, an authorized body in the field of civil aviation and its territorial bodies is assessed both in absolute and in relative quantitative indicators.
1.5. Safety indicators in the Analysis are given in tabular form.
1.6. For greater clarity of analysis, the data from the tables should be shown on the diagrams (graphs) of changes in the absolute and / or relative indicator of flight safety and / or demonstration of the ratio of the values of various causes (factors) that led to aviation events in the reporting period.
1.7. Groups of causes and causes of aviation events are given in accordance with their classification in the automated system for ensuring the safety of aircraft of the civil aviation of Uzbekistan.
1.8. During the analysis, it is necessary to identify the most characteristic causes of aviation events and to show the change in the causality of aviation events in comparison with the same period last year.
1.9. The analysis of hazardous factors identified in the reporting period is intended to develop preventive measures aimed at preventing the occurrence of aviation events in the next period.
1.10. The analysis of the causes of aviation events and the analysis of identified hazardous factors should contain proposals aimed at developing safety measures.
1.11. Analysis of violations identified during the inspection of aircraft at aerodromes and measures to eliminate them includes statistical data on the results of inspection of aircraft on the apron and measures taken to eliminate the revealed violations, as well as an analysis of the effect of the revealed violations on flight safety.
Particular attention should be paid to identified violations that have a significant and strong impact on flight safety.
1.12. The findings of the analysis give an assessment of the state of flight safety as a whole, characterize the state of safety by types of aviation events and types and classes of aircraft. Based on the analysis data, the trends of changes in flight safety indicators compared to the same period last year are shown, indicators with a tendency to increase are specifically indicated.
1.13. Safety recommendations are developed on the basis of proposals and conclusions given in the relevant sections of the analysis indicating the most urgent and important events. A description of aviation events is provided in the annex to the analysis.
1.14. The description of aviation events provides a brief description of all aviation accidents, accidents and emergency (aviation) accidents and provides one or two examples of typical incidents with the indication:
• dates;
• type of aircraft, its accessories;
• the positions of the commander of the aircraft (if the inspector was on board the aircraft, then the positions of the inspector);
• brief circumstances;
• causes of the incident.
1.15. If possible, the analysis shows two or three examples of the correct actions of aviation personnel in emergency situations, measures taken to improve flight safety are called, and their effectiveness is evaluated.
