In summary, in accordance with the ICAO harmonized safety management SARPs:

States shall establish a State safety programme (SSP), in order to achieve an acceptable level of safety (ALoS) in civil aviation.

The acceptable level of safety (ALoS) to be achieved shall be established by the State.

Service provides shall implement a safety management system (SMS) that:

identifies safety hazards;

ensures remedial action to maintain safety performance;

provides continuous monitoring and regular assessment of the safety performance; and aims at continuous improvement of the overall performance of the SMS.
