Introduction

On December 10 , 2012 President of Republic of Uzbekistan Islam Karimov signed a decree “ On measures to further improvement of foreign language learning system”

Under the guidance of Prezident Shavkat Mirziyoyev , special attention is paid to the formation harmoniously developed , highly educated, modern thinking generation , able to take responsibility for the fate of the Homeland . Therefore ,the task of education, the task of rising up a new generation who is capable of national renaissance will remain in prerogrative of the state and constitute a priority . At present great importance is attached to the study and teaching of foreign languages.

The resolution of the Prezident of Uzbekistan “ On measures to futher improvement of the system of foreign language teaching “ dated from 10 December 2012 , the resolution of the Ministers’ Committee of the Republic of Uzbekistan “ About the Affirmation of the Education Standards on Foreign Language in Education System” dated from 8 May 2013 , resolution № 4947 of the President of Uzbekistan “Strategies of Development of the Republic of Uzbekistan on Five Priority Directions for 2017 -2021 years” dated 7 February 2017 are being implemented as well. Persistent works on raising awareness of the public concerning the essence and significance of the resolution . Aiming to implement the resolution , some special people in the governmentare working on preparing and approving new teaching plans and programs taking into account introduction of foreign language teaching from the initial classes of the public schools , ensuring its execution are being carried out .

In order to increase teaching standards in distant rural areas , the higher educational institutions are allowed targeted admission of people living in distant areas to foreign language programs on the condition that they will oblige themselves to work in the acquired specially at their residence area for at least 5 after graduation . the decree also envisages 30 % salary increase for foreign language teachers in rural areas , 15% increase for those in other areas. English is an international language used by a lot of people in the world. It also has a role as a means to learn about science and technology in facing globalization era. Any sources of science using English as their language, so if people do not master English well, any difficulties will be found. Beside that, this language can increase social life with many native speakers who speak it as a foreign language. By mastering this language, the number of misunderstanding of communication with others can be reduced. As the main stipulation of globalization era, English is the key to realize the success of personality, society, and nationality.

Brown explained, “Teaching is guiding, facilitating learning, enabling the learner to learn, and setting the condition for learning” (2000). In short, in teaching the teacher is not only helping students in doing the tasks but also guiding them in finding the mistakes and correcting them. Teaching is an activity carried out by someone to give knowledge to others. To be a good teacher, the teachers should point out some issues:

1. a teacher should make her/his lesson interesting,

2. a teacher should have lots of knowledge,

3. a teacher must love her/his job,

4. a teacher is an entertainer in a positive sense not in negative sense.

(Jeremy Harmer, 1998:21).

Recognition of the meaning making potential of words mean that

vocabulary became a learning objective in its own right. In his book Vocabulary and Language Teaching, McCarthy says, “Vocabulary is the biggest component of any language. If you do not know enough vocabulary you will not be able to express yourself adequately.” (1996) Vocabulary, which is the basic material of the language, is, of course, of crucial importance in expressing ideas and thoughts when communicating.

Vocabulary plays an essential role in expressing ideas and thoughts. The well-known British linguist, Wilkins (1976) says people could describe few things without grammar, but they could express nothing without vocabulary. Widdowson(1987) thinks that native English speakers can understand language material with correct vocabulary but not so proper in grammar rules rather than those with correct grammar rules but not so proper in vocabulary use. Lord mentions that ‘vocabulary is by far the most sizable and unmanageable component in the learning of any language, whether for a foreign or one’s mother tongue because of thousands of different meanings’ (Lord, 1993:83). Lewis(1992) holds the idea that vocabulary acquisition is the main task of second language acquisition and the language skills as listening, speaking, reading, writing and translating all can not go without vocabulary.

Vocabulary teaching has been developing greatly since 1980s. Several experts and linguists began to pay attention to vocabulary teaching during that period. For example, in the 1980s Terrel proposed the Natural Approach which emphasizes comprehensible and meaning input rather than grammatically correct production. In 1983, Allen mentions the presentation and exemplification of practical techniques in the teaching of vocabulary. Later, in 1985, Ruth Gairns and Stuart Redman state the principles of vocabulary teaching. In 1997 Sokmen discusses the current trends in teaching second language vocabulary. He points out that current research would suggest that it is worthwhile to add explicit vocabulary to the usual inferring activities in the for language classroom.

In learning a language, both mother tongue and foreign language, vocabulary plays an important role. It is one element that connects the four language skills all together.
