Activation of actions for independence. On August 19-21, 1991, a coup d'etat was committed in the Soviet Union. An attempt was made to overthrow the existing political power in the country by the so-called State emergency Committee, and a state of emergency was imposed. Its goal was to prevent the people living in the territory of the Soviet Union from gaining independence. In this situation, the Presidium of the Supreme Soviet of the Uzbek SSR, the Central Committee of the Communist party of Uzbekistan and the Cabinet of Ministers under the President of the Uzbek SSR held a joint meeting on August 21, 1991 and decided that the decrees of the GKCHP that contradict the Constitution and laws of the Uzbek SSR are invalid on the territory of Uzbekistan. On August 25, 1991, the President of the Uzbek SSR announced another important Decree laying the Foundation for full independence of our country. The Decree, in particular, states the following: "Given the current situation in order to protect the interests of the Republic be brought under the jurisdiction of the Uzbek SSR Ministry of internal Affairs and state security Committee. To subordinate the interior troops of the USSR deployed on the territory of the Republic, directly to the President of the Uzbek SSR. Suggest that the Presidium of the Supreme Soviet of the Uzbek SSR prepare a draft law on the state independence of the Republic as soon as possible and submit it for consideration at an extraordinary session of the Supreme Council of the Uzbek SSR. On August 26, 1991, the Supreme Council of the Republic of Uzbekistan decided to prepare a draft law on the state independence of Uzbekistan, and on August 28, it decided to convene an extraordinary session of the Supreme Council on August 31.
The Central Committee of the Communist party of Uzbekistan and the Central audit Commission at a joint Plenum held on August 28 decided to suspend any ties of the Communist party of the Republic of Uzbekistan with the Central Committee of the CPSU, withdraw from all structures of the CPSU and recall their representatives from its Central bodies. This is the situation in which the extraordinary VI session of the Supreme Soviet of the Uzbek SSR of the XII convocation began its work on August 31, 1991. The issue "On the state independence of the Republic of Uzbekistan" was put on the agenda and hotly discussed. At the session, the first President of the Republic of Uzbekistan, I. A. Karimov, made a speech, analyzing the consequences of socio-political events that have recently occurred in the former Union, and justifying their direct impact on the fate of Uzbekistan. He declared the state independence of the Republic of Uzbekistan and proposed to consolidate it with the Constitutional Law "On the foundations of independence". After the itemized discussion, the deputies of the Supreme Council adopted the Law "On state independence of the Republic of Uzbekistan", and then "Statement of the Supreme Council on the State independence of the Republic of Uzbekistan". The law "On the foundations of state independence of the Republic of Uzbekistan" radically changed the legal status of Uzbekistan. Its 17 articles defined the main features of a sovereign Uzbekistan. It was at this time that the government of independent Uzbekistan adopted many important documents that were crucial for the socio-political and spiritual development of our country. These are the Decree on renaming Lenin square to "Mustakillik" square (September 5), the Decree "On creating the Ministry of defense of the Republic of Uzbekistan" (September 6) and a number of other documents.
