ORGANIZATION OF STATE AUTHORITY (Part V)

Parliament

The Oliy Majlis:

• the Legislative Chamber (the lower chamber)
• 120 deputies
• the Senate (the upper chamber)
• six persons from Karakalpakstan, regions, and the city of Tashkent each
• 16 selected by the president
• 100 total

Parliament: selected joint key prerogatives

• Constitutional matters + referendum
• Approval of secession + inclusion of new territory
• Foreign policy and international treaties
• Budget, customs, currency, credit system, taxes
• Election of government (on president’s proposal)
• Ratification of president’s mobilization/war decree

Senate jurisdiction

• Elections of courts (Constitutional, Supreme, Higher Economic)
• Appointment of National Security Chairman
• Appointment of senior diplomats
• -//- of central bank chairman
• -//- of Procurator-General (PG)
• Deciding on immunity of member of parliament following PG request

President of Uzbekistan

Parliament at work

• Meetings not less than three times a year.
• Sittings of the chambers of the Oliy Majlis of the Republic of Uzbekistan shall be empowered if not less than half of the total number of all deputies, senators participate in their work. (Quorum)
• At adoption of the constitutional laws, presence of not less than two thirds of the total number of alldeputies, senators shall be obligatory. (Quorum)
• The Oliy Majlis of the Republic of Uzbekistan shall pass laws, decisions and other acts. Any law shall be adopted when it is passed by a majority of the total voting power of the deputies of the Oliy Majlis.

When is a law?

• The law shall come into effect when it is
• adopted by the Legislative Chamber, and then
• approved by the Senate, and then
• signed by the President of the Republic of Uzbekistan and then
• issued in the official publications in specified by law procedure.
• What if President or Senate reject the law adopted by Legislative Chamber?
• It must be adopted again, but this time 2/3 majority!
