Identify existing preparedness, response and coordination mechanisms and capacities and link with/support/

response mechanisms and capacities. In 
case of sudden on-set disasters, ensure 
appropriate links with rapid response 
mechanisms

Identify appropriate partners in national 
and local authorities and develop 
strategies for strengthening their 
capacities and involving them in the 
cluster approach.
