Uzbekistan Quality Job Creation as a Cornerstone for Sustainable Economic Growth
While the UTY’s objective is to maintain its freight market share to ensure long-
term financial viability, competition from road haulage has been increasing. 
Furthermore, while railways have retained a large share of long-distance 
passenger transport, the UTY is expected to continue to lose passenger and 
market share to roads. 
Air transport.
Because Uzbekistan is double-landlocked, aviation plays 
an important role in cargo transport. Air transport carries about 4% of the 
international cargo, which includes high-value fruits and vegetables going to 
the Russian Federation; equipment and parts from Europe; and consumer 
goods from the People’s Republic of China (PRC), the Republic of Korea,
and Japan.
Uzbekistan’s air network is among the best in Central Asia. The country has 
11 international airports.

The largest airport is the Tashkent International 
Airport, which is certified by the International Civil Aviation Organization as 
an all-weather airport. It is linked with European and Middle Eastern cities 
through direct flights, and with New York and Los Angeles via connecting 
flights through Moscow. Uzbekistan Airways, the country’s state-owned 
airline, is the national flag carrier, headquartered in Tashkent. It is reliable and 
has one of the best safety records in the region. 
Navoi International Airport has recently started operating and became the 
country’s largest air cargo center. It offers comprehensive logistic services 
for air, road, and rail freight. An international multimodal logistics center was 
established at Navoi International Airport to combine airfreight to the PRC, 
Europe, India, and Southeast Asia.
2.1.2. Government plans and future demand forecasts
As part of Uzbekistan’s rapid development, the demand for transport facilities 
is expected to grow strongly. The long-term vision for the country has been 
expressed in several presidential resolutions and speeches. In December 2010, 
the government issued the 
Resolution on Rapid Development of Infrastructure 
of Transport and Communication Construction for 2011–2015
(Government of 
Uzbekistan 2010). It targeted the expenditure of $6.9 billion on the sector by 
2015. The resolution envisaged large-scale construction and modernization
