Figure 2.2 shows the development and composition 
of the Republican Road Fund (RRF) income. Proceeds from profit and turnover 
taxes represent the most substantial source, providing an average of 73% of 
total income during 2014–2018. The government also collects taxes from road 
users in the form of fuel taxes; however, the proceeds are not earmarked for 
roadworks and do not constitute RRF income.
Road financing data from the RRF and the Asian Development Bank (ADB) 
show that in 2016 Uzbekistan was spending about 1.3% of its GDP on the 
road sector, which represented a moderate increase over the previous decade 
(ADB 2016b). Expenditures on the primary road network for 2012–2017 under 
the RRF grew by an average of 32% annually. A breakdown by main categories 
reveals expenditures for construction and reconstruction accounted for 
an average of 52% during 2011–2017 while road maintenance comprised 
approximately one-third of the expenditure (Figure 2.3).
