2.1 Assessment of the Transport and
Logistics Sectors
2.1.1 Transport and logistics overview
Road. 
Road transport accounts for about 88% of domestic passenger and 
short haul cargo traffic and about 10% of international carriage of goods (ADB 
2016a). The total length of the road network is 185,000 kilometers (km), 
42,654 km of which are highways that are further classified as international 
(3,979 km), national (14,069 km), and regional or local (24,606 km). The rest 
are urban and rural roads that are managed by cities, municipalities, and local 
districts (ADB 2016d). About 3,000 km of the road network is also part of the 
Asian Highway Network. 
The quality of Uzbekistan’s road network has improved significantly in recent 
years. In 2004, 66% of the highways were class 3 or below under Asian highway 
standards. By 2015, all substandard (below class 3) roads and some minimum 
standard (class 3) roads were upgraded to high-quality roads (class 1 or 2), 
leaving Uzbekistan with only 22% of the network classified as minimum 
standard, or class 3 (Table 2.1).
