2. The Borrower shall make available, promptly as 
needed, the funds, facilities, services, land and other 
resources which are required, in addition to the 
proceeds of the Loan, for the carrying out of the 
Project and for the operation and maintenance of the 
Project facilities.

3. In the carrying out of the Works and in the 
engagement of consulting services, the Borrower 
shall cause competent and qualified consultants and 
contractors, acceptable to ADB, to be employed to an 
extent and upon terms and conditions satisfactory to 
the Borrower and ADB. 
The Borrower shall cause the Works to be carried out 
in accordance with plans, design standards, 
specifications, work schedules and construction 
methods acceptable to ADB. The Borrower shall 
furnish, or cause to be furnished, to ADB, promptly 
after their preparation, such plans, design standards, 
specifications and work schedules, and any material 
modifications subsequently made therein, in such 
detail as ADB shall reasonably request.

manager appointed by the 
government in agreement

4. The Borrower shall ensure that the activities of its 
departments and agencies with respect to the 
carrying out of the Project and operation of the 
Project facilities are conducted and coordinated in 
accordance with sound administrative policies and 
procedures.
