7.2 Challenges in evaluating restorative
justice programmes
There are a number of challenges in attempting to evaluate the effective-
ness of restorative justice processes. These include, but certainly are not
limited to, the following:
앫 The difficulty of securing adequate control groups of crime victims and
offenders who participated in the conventional criminal justice system.
앫 The myriad of restorative programmes and the variety of goals and
objectives of these programmes.
앫 The wide variability among restorative programmes in the nature
and number of cases processed.
