First Phase of Training Design
The first step in training design, after the possible appropriate preliminary
study, job and population analysis, is to determine the training objectives; in
fact, the job consists in creating the syllabus. Two working plans are possible:


Working Plan A
i. Obtain (or draft) a task list.
ii. Define training objectives representing the training aim relative to the task
list.
iii. List subjects to be taught in order to reach the objectives.
iv. Identify the training gap between the prerequisite level and the current
requirements.
v. Specify the training modules.
Working Plan B
i. Define training objectives representing the training aim (possibly relative
to a task list).
ii. List subjects to be taught in order to reach the objectives.
iii. Identify the training gap between the prerequisite level and the current
requirements.
iv. Specify the training modules.
Working Plan B can be even shorter when Common Core Content guidelines
already exist; direct use of existing syllabus is recommended for local
implementation.
Second Phase of Training Design


The purpose of the second phase is to choose a training strategy.
The initial step is to detail some critical objectives as performance objectives.
A performance objective is a clear and unambiguous statement of what a
student is expected to do (Performance) according to a level in terms of
quality, quantity and time (Standard) and the conditions under which the
performance is to be carried out (Conditions): PSC. A possible solution is also to simply create the test corresponding to some objectives. Then the training designer allocates one (or possibly several) type(s) of training event relevant to each objective. The levels of the objective help greatly for this task. The following table provides in a very generic guidance for this allocation. Of course, every case is singular and training design expertise is necessary toperform this job.The outcome of this second phase is part of the training plans and assessment plans. The detailed description and the possible combination of parameters for the seventeen training event types used in the previous table are provided in the Training Design tool TRAINDEV.
