Uzbekistan, Ph.D., Professor I.R. Askarov proposed a new name of the science "Commodity 
Chemistry" and a science passport, which was approved by the Board of the HAC on September 
28, 2017 No 242/4. This subject was introduced with the specialty code 02.00.09. The correct 
calculation and collection of customs duties on goods depends on the correct classification of 
goods according to TIF TN [12, 13,14]. Today, scientific research in this field is carried out in 
many developed countries [15]. 
A commodity is any movable property intended for sale or subject to exchange, including 
currency and foreign exchange assets, electricity, thermal energy and other types of energy, the 
results of work performed and services rendered, as well as vehicles, intellectual property. 
Today, the number of consumer goods reaches one million. 
The existence of such a wide range of goods necessitated their naming on the basis of a 
certain system, their inclusion in one system, that is the nomenclature of goods for use, the 
development of a classification procedure for goods based on the submission of goods to a single 
rule in foreign economic activity. The division of goods into groups (position, sub-position, sub-
position) according to their functions, composition, value and characteristics of the goods is 
called classification.
- Favorable conditions will be created for the free movement of goods in international trade; 
-The goods are assigned a code number specific to TIF TN; 
- Customs duties on goods are collected correctly and completely through the code number of the 
goods on the TIF TN, ensuring the economic security of the country; 
- Customs and state statistics are conducted with the code number specific to the TIF TN, and the 
movement of goods in the process of foreign trade is analyzed and studied [12, 14]. 
At the same time, a document confirming the conformity of the goods to the requirements 
of safety and quality indicators, ie a quality certificate. Criteria indicating that the goods comply 
with the 10-digit international l code number TIF TN are not perfect for many goods. Research 
in this area is carried out in many countries. Determining the international code numbers of 
goods allows to substantiate the issues of their chemical composition, technological processes of 
production, quality control of exported or imported goods, their quality and other certificates in 
accordance with research results. 
In the Republic of Uzbekistan, versions of TIF TN based on the Harmonized System used in 
world practice have been developed and implemented. The new edition of TIF TN has been used 
in practice in the Republic of Uzbekistan since January 2017. This TIF TN is based on the 2017 
form of the Harmonized System by the decision of the President of the Republic of Uzbekistan 
and includes 21 sections, 96 groups, 1265 positions, 5212 sub-positions, 1709 under-sub-
positions. Mineral fertilizers are located in Group 31 of the Department of Chemical Industry 
and Related Industrial Products [12,13]. 
Given the growing demand for liquid nitrogen fertilizers, it is necessary to properly 
implement their export-import processes. The Commodity Nomenclature of Foreign Economic 
Activity (TIF TN) contains the code number 3102 30 100 0 for nitrogen-containing liquid 
mineral fertilizers.
