Digital financial services for all to enable participa-

tion: To support growth of digital financial services 

that lead to financial inclusion and the resulting in-

crease in prosperity through poverty alleviation (by 

helping people and enterprises to manage day-to- day, 

deal with risks and invest in the future) and job cre-

ation.

Legal framework to enforce contracts, resolve dis-

putes and protect consumers: To develop adaptive 

legal frameworks that establish a level playing field 

between providers and customers and advance con-

sumer protection through improved supervision, 

transparency and digital/financial literacy 

Developed regional markets for cross border trad-

ing: Encourage greater usage of a regional payments 

switch that has the potential to facilitate the single 

digital market ambitions of the EAC and to contribute 

to increased financial inclusion through interoperabil-

ity at the regional level.
