Introduction

At present, young people strive to be admitted to the most prestigious universities, but there is no competition among those institutions to attract the gifted and talented youth. In this regard, a system will be introduced to provide private universities with a state order for the training of specialists in demand.

In order to strengthen the continuity between universities and the lower layers of the education system, 65 academic lyceums will be transferred to the jurisdiction of higher educational institutions, and 187 technical schools will be assigned to specialized universities and industry enterprises.

It is necessary to strengthen ties with leading foreign universities, research and innovation centers, expand cooperation with them in the field of personnel training.

Indeed, without modern knowledge, development is impossible outright. This is evidenced by the fact that in advanced nations, more than 50 percent of the gross domestic product is created through the knowledge economy, that is, innovation and highly qualified personnel.

Next year, Agricultural Knowledge and Innovation Centers will be created in all regions, providing more than 100 types of agricultural services on a one-stop basis, including such important services as improving soil conditions, combating plant diseases, and selecting seeds.

It should be noted that in a knowledge-based economy, the share of labor associated with the production of the final product is significantly reduced. Its ultimate value is the share of labor involved in scientific development, the creation, testing and marketing of a product or service, and its subsequent delivery to the consumer and service throughout the life cycle. However, these stages use intellectual labor, which requires a high level of knowledge and intensity of use.

Thus, in an innovative economy, it is crucial to create, disseminate, and put into practice new knowledge related to research and development. Such an economy has its own knowledge requires highly qualified, creative and disciplined staff capable of uplifting and creating continuous innovation. That is why the strategy of Uzbekistan until 2030 provides for large-scale investment of human capital and training of qualified personnel to meet the requirements of an innovative economy, which will place even higher and new requirements on the national education system. . This requires the use of modern and radically new methods of teaching at all levels of the educational process, the development of new concepts and models. For an innovative economy in the country, the training of qualified personnel with systematic knowledge in the field of innovative development and the ability to commercialize technologies is still insufficient. This is especially important due to the existing deficit in the innovative economy and entrepreneurship. Therefore, the development of educational programs and training courses for the innovative economy, the study of innovation as an object of research and the creation of educational literature, including a description of its concept, is very relevant due to the demands of the times.

The President of our republic Shavkat Mirovonovich Mirziyoyev also mentions about innovation:

“Our most important task is to create an environment of innovation in the worldview of our people. Without innovation, there can be no competition, no development in any field.”
