Defense doctrine of the republic of uzbekistan

• The Senate of the Oliy Majlis of the Republic of Uzbekistan approved a law “On Defense Doctrine of the Republic of Uzbekistan” on 20 December 2017.
• The Senators underlined that the Defense Doctrine of the Republic of Uzbekistan was prepared within the framework of fulfilling tasks, defined in the State Program for Implementing the Strategy of Action for five priority development directions of the Republic of Uzbekistan in 2017-2021, the press service of the upper house of the Uzbek parliament said.

• During the discussion, the senators noted that the Defense Doctrine of the Republic of Uzbekistan represents a system of official views, principles and approaches to ensuring national security in the military sphere.
• The document is based on the legislative acts of the republic and the norms of international law, proceeds from the national interests of the country, the military and political situation in the world and the region, the nature of modern military conflicts, and also determines the priorities of the state’s defense policy, the basic principles and directions of training, construction and the use of the Armed Forces.

• It is also established that, depending on the changes in the spectrum of threats to national security in the military sphere, the conditions of the military-political situation, the nature of modern military conflicts, the tasks and directions for the development of the country’s military organization, certain provisions of the Defense Doctrine can be specified and supplemented in accordance with the procedure established by law.
• At the same time, the priority directions of the state’s activity in the sphere of ensuring military security are specified by the President of the Republic of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces.

• The defense doctrine has an open character, which corresponds to the foreign experience of adopting similar conceptual documents.
• The document consolidates and develops the practices of openness of Uzbekistan’s foreign policy, the priority of developing constructive relations with its immediate neighbors, and ensures transparency of the country’s defense policy, creates organizational and legal conditions for effective military-political interaction in the sphere of security and defense with other foreign states.

• On 9 January 2018, President of Uzbekistan Shavkat Mirziyoyev signed a law “On Defense Doctrine of the Republic of Uzbekistan”.
• The Defense Doctrine of the Republic of Uzbekistan represents a system of official views, principles and approaches to ensuring national security in the military sphere.
• The document is based on the legislative acts of the republic and the norms of international law, proceeds from the national interests of the country, the military and political situation in the world and the region, the nature of modern military conflicts, and also determines the priorities of the state’s defense policy, the basic principles and directions of training, construction and the use of the Armed Forces.

• Accepted by Legislative house on December 18, 2017
• Approved by the Senate on December 20, 2017
• (as amended on 29-10-2019)
• Article 1. Approve the Defense doctrine of the Republic of Uzbekistan it (is applied).
• Article 2. Declare invalid the Resolution of Oliy Majlis of the Republic of Uzbekistan of August 30, 1995 No. 105-I "About the Military doctrine of the Republic of Uzbekistan" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1995, No. 9, the Art. 180).
• Article 3. To the Cabinet of Ministers of the Republic of Uzbekistan:
• bring decisions of the government into accord with this Law;
• provide review and cancellation by state bodies of their regulatory legal acts contradicting this Law;
• provide execution, bringing to contractors and explanation among the population of essence and value of this Law.
• Article 4. This Law becomes effective from the date of its official publication.
