This role is very complex in terms of strategy. You cannot spend 100% of your time on the rebuttal speech, and you are also limited by the fact that your partner will not be able to spend much time in his speech developing your team's position (see Opposition Secretary role). The burden is on your shoulders to outline and exhaustively develop your team's position. Remember that you must raise issues in your arguments that other teams have not yet addressed. In your rebuttal you should concentrate on the speech of the third Government Speaker. You should also rebut what the Opening Government team said, but priority among your responsibilities is the responsibility to fend off the "expansion" presented by the Closing Government team and introduce your own expansion.
