INTRODUCTION
One of the important goals of the Republic of Uzbekistan is to bring up highly educated, enthusiastic generation and able t1o take responsibility for the fate of the Homeland. Since having gained Independence in 1991 Uzbekistan has worked towards strengthening not only economics, culture, politics but also other spheres.
Uzbekistan consequently has invested vast amount in education system especially in learning foreign languages. On December 10, 2012 the First President of the Republic of Uzbekistan I.A.Karimov signed a decree ''On measures to further improve foreign language learning system''. The decree is being implemented in all regions. Starting from 2013-2014shool year foreign languages has been taught throughout the country from the first year at schools. This document serves as an important guideline in development of new textbooks for teaching foreign languages. The decree provided 30% increase for foreign language teachers in rural areas, 15% increase for those in other areas.
In addition, Higher Education in Uzbekistan began a major reform by implementing the Common European Framework of Reference for languages –learning, teaching and assessment and developing the National Qualifications Framework in our country. Both projects will be part of the implementation of Presidential Decree Number 1875.
The Uzbek education is as a strategic policy for modernization and will bring a right place for Uzbekistan in the future among nations in the world. There was International conference on education in May in Samarkand 2014. Educational experts, teachers, members of national parliaments and diplomats of more than 40 countries participated at the conference. They visited to lyceums and universities during the conference and observed teachers and students during their learning activities and performances in music and art. The participants returned with a high impression and they valued the achievements of the ''Uzbek model of education''.
There is a great demand in teaching and learning foreign languages in order to improve the communication skills and international influence of Uzbekistan and to prepare specialists according to world standard without losing the national characteristics of Uzbekistan educational system and society. We will continue to bring to the world our unique culture, tradition, education, science, economics, and all other fields of enterprise in today's internationalized and globalized society.
In developing countries, English is hold as the language of modernization and technological progress. Most of the world's scientific and technical journals, newspapers, and magazines are in English. It is commonly required for international trade and at international conferences, and is the official language for communication at sea and in the air. 2
It is noted that in the framework of the Law of the Republic of Uzbekistan "On education" and the National Programme for Training in the country, a comprehensive foreign languages’ teaching system, aimed at creating harmoniously developed, highly educated, modern-thinking young generation, further integration of the country to the world community, has been created. During the years of independence, over 51.7 thousand teachers of foreign languages graduated from universities, English, German and French multimedia tutorials and textbooks for 5-9 grades of secondary schools, electronic resources for learning English in primary schools were created, more than 5000 secondary schools, professional colleges and academic lyceums were equipped with language laboratories. President ShavkatMirziyoyev has signed a number of decrees aimed at the development of science management system in Uzbekistan, as well as the perfection of the structure and activities of the Academy of Sciences.
In accordance with the Decree, the State Commission for Science and Technology headed by the Prime Minister of the Republic of Uzbekistan has been set up, tasked with elaborating and introducing for consideration an integrated government policy in the field of scientific and technical activity, in the identification of priority directions for innovation programs.
As the working body of the Commission, the Agency for Science and Technology of the Republic of Uzbekistan is being established on the basis of the terminated Coordinating Committee for Science and Technology Development under the Cabinet of Ministers. The agency is entrusted with forming a government mission for the provision of scientific and technical services in terms of the implementation of fundamental, applied and innovative research for sectors of the economy and social sphere. 3
