INTRODUCTION
It is time to introduce a new system of foreign language teaching in our country, which will be a solid foundation for the future. Since we have set ourselves the goal of building a competitive state, from now on graduates of schools, high schools, colleges and universities must be fluent in at least 2 foreign languages. This strict requirement should become the main criterion of the activity of the head of each educational institution, - said Shavkat Mirziyoyev.1
A brief theory of the history of CEFR
The origin of the term CEFR is inextricably linked to the history of the European Union, its goals and objectives, dating back 40 years.
Since its inception, the European Union has made it a real goal to unite in all spheres of life. One of these goals is to pursue a policy of multilingualism and to create opportunities for students in European educational institutions to learn foreign languages of interest to them. Pan-European standards are needed for this. The first step was taken in 1971, and then in 1994 the European Center for Foreign Languages was established in Graz, Austria. The Center worked to unify the standards for all languages, and two years later, in 1996, they released them to the public. In 2001, the result of this work was officially adopted by CEFR.
Today, CEFR standards are used in many countries around the world. In particular, by the Decree of the President of the Republic of Uzbekistan dated December 10, 2012 on measures to further improve the system of learning foreign languages, the Coordinating Council was established and the Uzbek State University of World Languages was established as a working body. As a result, "national standards" have been developed and implemented on the basis of CEFR.
