4.1.1. Council of Economic Experts (Sachverständigenrat)
Established by law in 1963, the German Council of Economic Experts (CEE) comprises
of five academic experts in economic theory and economic policy appointed by the
Federal President at the suggestion of the federal government for five year renewable
terms.

Typically the Council members are specialised in different areas, for example,
macroeconomics, econometrics, monetary policy, and public finances. Following
Germany’s corporatist tradition they may also be representative of the views of labour and
employer organisations. Council members work on a part time basis

but are supported
by a full time staff of around 10 economists. The Council also has access to the Liaison
Office at the Federal Statistical Office in matters of organisation and statistics (around
10 staff).

be included; and to what extent other areas of government action in the sectors concerned –
notably regulation – might be encompassed in the evaluation;
d) what the output of the review process should be
– e.g. a confidential report to cabinet in the
context of the budget preparation phase, outlining policy options and trade-offs for
consideration; or a public document published alongside the budget, showing the
government’s conclusions from the review exercise and showing how its medium- and
longer-term priorities will be resourced and delivered.
Linkage to performance agenda:
The review process would highlight how the objectives
outlined in the budget narrative (see Section 3.2 above) correspond with the government’s
strategic plan; and thus the extent to which the budget allocations are supportive of the
achievement of these government objectives. The results of this aspect of the review would
inform the ongoing reform and developmental processes in this area.
