MINUTES OF MEETING
April 22, 2015
The April meeting of the Colonial Intermediate Unit 20 Board of School Directors was held on Wednesday, April 22, 2015 at the Colonial Intermediate Unit 20, 6 Danforth Drive, Easton, PA. President Baxter called the meeting to order at 7:52 PM at which time the Pledge of Allegiance was recited.

MOTION to Approve Agenda – April 22, 2015
On motion by Ms. Lastowski, seconded by Ms. Price, and unanimously passed by voice vote, the Board approved the Agenda as presented with any additions and/or corrections noted.

MOTION TO Approve Minutes of Meeting – March 25, 2015
On motion by Dr. Baird, seconded by Mr. Wunder, and passed by voice vote the Board approved the Minutes of the March 25, 2014 meeting as presented.

MOTION TO Approve the Report of the Treasurer & Request for Approval of Bills – February, 2015
On motion by Ms. Colton, seconded by Mr. Butz, and unanimously passed by voice vote, the Report of the Treasurer for the month of March, 2015 was approved and bills ordered paid.

ANNOUNCEMENT OF EXECUTIVE SESSION
Mrs. Baxter announced that an Executive Session was held prior to the meeting to discuss Legal and Personnel matters. REPORT OF EXECUTIVE DIRECTOR

Dr. Brennan reintroduced Scott Shearer from PFM who gave a update regarding refinancing the Colonial Academy Debt Service. Attorney Kevin Reid also spoke regarding the process. Mr. Shearer and Mr. Reid answered a couple questions from Board members.

13. ACTION ITEMS
1. Adoption – Amended Measurement, Administrative and Stability Period Resolution
It is recommended the Board modify the current Measurement, Administrative and Stability Period Resolution passed on December 11, 2013 from a fiscal period to a calendar period as noted. ATTACHMENT 13.1
2. Approval – PDE Corrective Action Plan Request
It is recommended the Board adopt and approve the CIU20 Performance Audit Corrective Action as requested by PDE and to be submitted to the Division of Budget and Fiscal Management. ATTACHMENT 13.2
3. Approval – Amendment to Mental Health/Early Intervention Services Agreement
It is recommended the Board approve the revised Action Item originally approved on September 24, 2014 to include the state flat rate for Speech Therapy/Evaluations ATTACHMENT 13.3

4. Acknowledgement – Completion of Induction
It is recommended the Board acknowledge the following individuals who have completed the CIU20 Induction Program:

5. Approval – Salary Revision
It is recommended the Board approve the revision of salary for Kimberly Dudley from Step 3 Associate Teacher to Step 4 Associate Specialist, effective February 10, 2015. She was incorrectly recommended at Step 3 when she should have remained Step 4.
6. Approval - New Class/Position
It is recommended the Board approve the following new class/positions:

Part-time Secretary, effective April 22, 2015 in the Human Resources department at the Central Office, 20 hours per week. Position needed to provide the fingerprinting services at Colonial IU 20 Office and district sites, when requested.

Associate Teacher (1:1), effective April 20, 2015 and will continue until student moves or no longer needs service. The Pocono Mountain School District has requested CIU20 provide an Associate Teacher to meet the individual needs of a student at the Swiftwater Elementary School in the Pocono Mountain School District. ATTACHMENT 13.6.b

Associate Teacher (1:1), effective April 16, 2015 and will continue until student moves or no longer needs service. The Nazareth Area School District has requested CIU20 provide an Associate Teacher to meet the individual needs of a student at the Washington Elementary School in the Bangor Area School District. ATTACHMENT 13.6.c

Associate Teacher (1:1), effective April 21, 2015 and will continue until student moves or no longer needs service. The Pocono Mountain School District has requested CIU20 provide an Associate Teacher to meet the individual needs of a student at the Pocono Mountain East Junior High School in the Pocono Mountain School District. ATTACHMENT 13.6.d
7. Approval – Refinancing of School Lease Revenue Bonds, Series of 2015
It is recommended the Board approve the Borrowing Resolution for the 2015 Bond Issue which refinances the IU’s outstanding School Lease Revenue Bonds, Series of 2005 issued by the State Public School Building Authority for purposes of interest rate savings.
The Financing Team is directed to structure the refinancing according to Option One as presented on March 25, 2015 in PFM’s Bank Loan Sale document so as to reflect upfront savings with a fixed rate of 2.29% for a five-year term and a variable rate thereafter with a cap of 2.89%.
On motion by Ms. Colton and seconded by Ms. Nester and unanimously passed by voice vote, (with the exception of items F.7 and F.8 receiving NO votes from Mr. Habrial) the Board approved the following Personnel Items (On Agenda) as presented with any additions and/or corrections noted.
