PURPOSE

The City of Shawnee has twenty-three park shelters available for use by the public. This policy has been established to maximize utilization in a fair and equitable manner by establishing guidelines for reservations, appropriate use and fees to be charged for City park shelters.



POLICY

A. No shelters will be reserved or utilized by individuals or organizations that are doing so for the purpose of deriving a profit, which will accrue, to the individual or organization.

B. The drinking or consumption of cereal malt beverages or alcoholic liquor shall be prohibited at all park shelters unless said use is expressly approved by the City Council for specific functions. (Municipal Code 05.28.035)

PROCEDURE

A. Park Shelters

1. Inventory and Allowed Use

a) Charles J. Stump Park (4875 Woodland Drive)



  • North Shelter – Capacity 16, electricity, handicap parking, permanent restrooms from April – October, portable restrooms during winter, drinking fountain

    • The North Shelter is not available during the Metro United Soccer Club Spring and Fall seasons.

    • Near soccer fields

  • South Shelter - Capacity 16, electricity, handicap parking, permanent restrooms from April – October, portable restrooms during winter, drinking fountain

    • Near baseball fields

  • Park amenities include playground, swings, (6) baseball fields, (7) soccer fields and walking trail access (.4 mile), concessions during soccer club weekends.

b) Erfurt Park (24255 W 71st Street)

  • Main Pavilion - Capacity 64, handicap parking, fireplace, electricity, permanent restrooms from April – October, portable restrooms during winter, drinking fountain

  • Play Area Shelter – Capacity 32, electricity

  • Park amenities include playground, swings, nature play area, sports fields, pond, observation hill, walking trail (.6 Mile)

c) Garrett Park (22325 W 47th Street)

  • Main Shelter - Capacity 48, handicap parking, permanent restrooms from April – October, portable restrooms during winter, drinking fountain

  • Park amenities include playground, swings, half court basketball, sports fields, baseball field and walking trail (.4 mile)

  • Play Area Shelter – Capacity 16

  • Park amenities include playground, walking trail access point

d) Gum Springs (11524 W 67th Street)

  • Shelter - Capacity 24, handicap parking, permanent restrooms from April – October, portable restrooms during winter, drinking fountain

    • The Shelter is not available during the Metro United Soccer Club Spring and Fall seasons.

    • Near soccer fields

  • Park amenities include playground, swings, (4) baseball fields, soccer fields and walking trail (0.6 mile)

e) Herman Laird Park (11600 Johnson Drive)

  • Shelter - Capacity 32, handicap parking, permanent restrooms nearby from April – October, portable restrooms during winter.

  • Park amenities include playground, swings, basketball court, tennis courts, sports fields, Shawnee Town 1929 Museum, Bluejacket Fountain Plaza.

f) Listowel Park (12003 W 71st Street)

  • Main Shelter – Capacity 32, handicap parking, permanent restrooms nearby from April – October, portable restrooms during winter, drinking fountain

        • Gazebo Shelter – Capacity 24, handicap parking, permanent restrooms from April – October, portable restrooms during winter, drinking fountain

  • Park amenities include playground, swings, roller hockey courts, tennis courts, baseball field, sport field and walking trail (0.4 mile)

g) Monticello Springs Park (7990 Monticello Road)

  • Play Area Shelter – Capacity 24, handicap parking, portable restrooms year round.

  • Gazebo - Capacity 32, handicap parking, portable restrooms year round.

  • Park amenities include playground, stocked fishing pond, walking trail (0.3 mile). Nearby to Johnson County 3&2 Baseball West Complex.

h) Pflumm / Bichelmeyer Park (5920 Pflumm Road)

  • Play Area Shelter – Capacity 8, handicap parking nearby, restrooms nearby at the Civic Centre, water fountain

  • Gazebo - Capacity 24, handicap parking nearby, restrooms nearby at the Civic Centre, water fountain

  • Park amenities include playground, sand volleyball courts, walking trail (0.3 mile). Nearby to the Shawnee Civic Centre and the Soetaert Aquatic Centre.

i) Quivira Glenn (13630 W 51st Street)

  • Shelter – Capacity 24, handicap parking, permanent restrooms nearby from April – October, portable restrooms during winter, water fountain

  • Park amenities include playground, swings, sports fields, walking trail (0.2 mile

j) Sister Cities Park (5805 King Street)

  • Shelter – Capacity 48, handicap parking

  • Park amenities include rolle bolle courts. Nearby to the Splash Cove at the Jim Allen Aquatic Center.

k) Swarner Park (6220 Lackman)

  • North Shelter – Capacity 48, handicap parking, permanent restrooms nearby from April – October, portable restrooms during winter, drinking fountain

    • The North and Central shelters are not available during the Metro United Soccer Club Spring and Fall seasons.

  • Central Shelter – Capacity 48, handicap parking, permanent restrooms nearby from April – October, portable restrooms during winter, drinking fountain

  • South Shelter – Capacity 48, handicap parking, permanent restrooms nearby from April – October, portable restrooms during winter, drinking fountain

  • Park amenities include baseball field, soccer fields, stocked fishing pond, playground, swings, skate park, walking trail (0.6)

l) Water Tower Park (11312 W 70th Street)

  • Shelter – Capacity 24

  • Park amenities include a playground and water fountain

m) West Flanders Park (10920 W 55th )

  • Shelter – Capacity 24, handicap parking, permanent restrooms nearby from April – October, portable restrooms during winter.

  • Park amenities include playground, swings, sports fields, rose arbor and walking trail (0.5)

2. Shelter Reservation and Permit Process

a) Applications for shelter reservations will be accepted from the public beginning the first business day of each year. Applications for shelters must be made in person at the Shawnee Civic Centre by a responsible person representing the rental group. Phone-in reservations will not be accepted. Applications for shelters will not be processed earlier than the first working day of each new calendar year.

b) The full reservation fee must be paid at the time the application is submitted. No refunds will be processed due to weather. Changes to a permit once it has been issued will be subject to a $5 permit fee. Changes are on an availability basis and the original permit must be returned.

c) In order to receive a full refund, cancellations must be made no later than thirty (30) days prior to the scheduled rental. Cancellations made less thirty (30) days prior to the scheduled rental are subject to the loss of the total rental fee.

3. Shelter Permits and Fees

a) The City will provide permits for approved reservations of all City-maintained shelters. Any person or group holding a valid reservation permit shall have the right to use the shelter designated by the permit over any person or group without such permit.

b) Shelters are permitted by half day or full day increments. The times shall be 8 a.m. – 2 p.m., 3 p.m. – 9 p.m. or 8 a.m. – 9 p.m. The Parks and Recreation Director or his/her designee shall have the right to suspend or revoke any permit issued under the authority of this policy when any person or group holding a permit engages in misconduct at the park facility or when unforeseen events or maintenance needs arise.

4. Rules & Regulations

a) Vehicles must remain in parking lot areas and are not allowed access within the parks.

b) Building of fires shall be restricted to privately owned ovens, grills, stoves or the fireplace located in the Erfurt Park Pavilion. Patrons must provide their own wood. All fires must be completely extinguished before leaving the area. The Parks Director, or Fire Chief, or that person’s designee, may prohibit building of fires by the posting of signs.

c) Shelters not reserved are available on a first come, first served basis. Renters must have their permit with them at the time of the rental.

d) All scheduled rentals cancelled due to inclement weather can be rescheduled based on availability. No refunds will be given.

e) Rental groups are responsible for cleanup of shelter area.
