CENTRAL BERKS REGIONAL POLICE COMMISSION
October 1, 2015
The October 1, 2015 meeting of the Central Berks Regional Police Commission was called to order at 7:03 PM by Chairman John Theodossiou. The meeting was opened with the pledge to the flag. Commissioners answering roll call included Mark Dudash, Benjamin Overley, Donald Smith, John Theodossiou, and Todd Weikel. James Cocuzza was absent Also in attendance was Claudia Hurwitz, Secretary; Mark Merolla, Solicitor; Raymond Serafin, Chief of Police; Officer Josh Steingraber.
APPROVAL OF MINUTES:
MOTION TO: approve the September 3, 2015 meeting minutes, as presented.
MOTION BY: Mr. Weikel SECONDED BY: Mr. Overley VOICE VOTE: All in favor.
FINANCIAL REPORTS:
MOTION TO: ratify payment of bills totaling $161,550.72, as presented.
MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Overley VOICE VOTE: All in favor.
MOTION TO: approve the September 2015 Treasurer’s Report totaling $355,377.45, as presented.
MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Weikel VOICE VOTE: All in favor.
MOTION TO: approve payment of interim bills and payroll.
MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Overley VOICE VOTE: All in favor.
AUDIENCE PARTICIPATION: none.
SOLICITOR’S REPORT: Mr. Merolla inquired about the insurance company’s answer of cost to add St. Lawrence to our police liability policy. Ms. Hurwitz is still waiting for a final answer.
MOTION TO: add St. Lawrence Borough as additional insured on the law enforcement liability policy, max of $500.

COMMITTEE REPORTS:
Administration: no report.
Personnel: referred to executive session.
Finance: Mr. Smith discussed the financial audit by Long Barrell.
MOTION TO: accept the 2014 financial audit.
MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Overley VOICE VOTE: All in favor.
Equipment: The Codes car is in use by the Mount Penn codes official.
Insurance/Pension: The First Priority pension checking account was closed. $5512.26 was sent to Morgan Stanley.
Grants/Audits/Community Policing: no report.
CHIEF AND SECRETARY:
Chief: Chief Serafin presented his September report. The department saw an increase in thefts from vehicles. The investigation concluded with the shooting involving the Reading police officer; charges were dismissed. Retail thefts were discussed.
Secretary: no report.
UPDATES:
Lower Alsace Township: no report.
Mount Penn Borough: no report.
Police Association: no report.
OLD BUSINESS: no report.
NEW BUSINESS: no report.
EXECUTIVE SESSION: Mr. Theodossiou called for an executive session at 7:25 PM to discuss contract issues. The meeting reconvened at 9:06 PM with the following action taken:
MOTION TO: accept Option 3 of the 2016 MMO, which includes a 5% officer contribution, in the amount of $175,943.
MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Overley VOICE VOTE: All in favor.
