JOB DESCRIPTION:
Zoning/Code Enforcement Officer for the
BOROUGH OF NORTH APOLLO
Summary.

Administers and enforces the municipal zoning code ordinances of the Borough of North Apollo and handles related work as required.


Duties.

The Zoning Code Enforcement Officer is responsible for the efficient and effective enforcement of the Borough Zoning Ordinance and other ordinances and regulations adopted by Borough Council. In the capacity of Zoning Code Enforcement Officer, the employee’s prime responsibility is the administration and enforcement of the Borough Zoning Ordinance and other Borough code ordinances. This assignment calls for independent and evaluative thinking. Work is carried in accordance with established codes, ordinances, and regulations. Responsibilities include visiting homes and/or businesses where violations are suspect, obtaining proof of the violation and identifying the persons responsible for the violation in conjunction with the Borough Police Department.


Supervision.

Employee works independently in the field and makes judgment decisions requiring familiarity with zoning regulations, the municipality’s planning code and other borough codes and regulations as well as rules of evidence and rights of citizens. The work is performed under general supervision of Borough Council and Borough Secretary.


Required Knowledge Skills and Abilities.

  1. The ability to read and interpret borough codes, ordinances and regulations.

  2. The ability to read, analyze and interpret government regulations.

  3. The ability to effectively present information and respond to questions from colleagues, clients, vendors and the general public.

  4. The ability to communicate effectively, orally and in writing, including the ability to compose reports and thorough explanations for correspondence and notices.

  5. The ability to analyze, appraise and organize facts and evidence.

  6. The ability to read and interpret plans and blueprints.

  7. The ability to testify as a witness, presenting evidence clearly and calmly and responding calmly and appropriately to intensive cross examination.

  8. The ability to analyze planning and zoning problems.

  9. The ability to operate a motor vehicle and possession of a valid driver’s license.

  10. The ability to measure areas and distances using appropriate tools and equipment.

  11. The ability to plan, organize and carry out complex tasks with limited direction or supervision.

  12. Effective interpersonal skills.

  13. The ability to use a personal computer.

  14. Must be able to attend evening meetings and have flexible working hours.



Education and Experience.

Any combination of education and/or experience which indicates possession of the skills, knowledge and abilities necessary for the discharge of the duties and requirements of the position.


Major Job Duties and Procedures.

  1. Receive and handle all matters concerning the Borough’s ordinances pertaining to zoning, subdivision planning and general property code enforcement.

  2. Handle citizen complaints related to zoning, subdivision, planning and general code ordinances.

  3. Issue zoning permits or work with the Borough Building Inspector on permitting the matters.

  4. Prepare all cases cited to appear before the Zoning Hearing Board and enforce all decisions of the Zoning Hearing Board.

  5. Enforce all subdivision regulations developed by the Borough.


Miscellaneous.

This is a part time position up to 20 hours per week. Hourly wage is commensurate with experience and education. This job description does not constitute an employment agreement between the employer and employee and is subject to change by employer as the needs of the employer and the requirements of the job change. The duties listed above are intended only as illustrations and the omissions of specific statements of job duties does not exclude them from the position if the work is similar, related or a logical extension of the position.


Description of Duties.

  1. Meet with individuals, prospective property owners, builders, developers, contractors, realtors, lawyers, engineers, surveyors to discuss zoning requirements and permit requirements.

  2. Review process and accept or reject application for permits.

  3. Preparation of letters and other correspondence relating to above activities.

  4. Accept and review appeal applications to present it to the Zoning Hearing Board and prepare publications or legal notices of the Zoning Hearing Board. Posting of the notices for appeals on the property located that is the subject of the zoning appeal before the Zoning Hearing Board.

  5. Perform site inspections of properties involved in appeal.

  6. Preparation of citations and complaints, both criminal and civil, for violations of the zoning code ordinances and other ordinances of the Borough relating to subdivision, land development and the general health, safety and public welfare.

  7. Prosecution of action before the district magistrate with and without legal counsel.

  8. Prepare monthly and annual reports outlining permit activity, dollar value of construction and permit fees for Borough Council. Also prepare annual reports as outlined above.

  9. Handle any reports that may be required by Armstrong County, the Commonwealth of Pennsylvania or any federal and state governmental agency.

  10. Process any curative amendment challenges to the zoning ordinance. This includes preparation of reports and recommendations, legal notice advertising, attendance at the Zoning Hearing Board, any Planning Commission and Borough Council Meetings.

  11. Review and recommend changes to the zoning ordinance and other codes and ordinances of the Borough.

  12. Review of subdivision plans to determine compliance with the requirements of the ordinance.

  13. Handle and process any request which challenges the constitutional validity of the zoning ordinance.

  14. Advise property owners and developers of the procedure for submission and review of subdivision and land development plans.

  15. Ensure compliance with the Borough codes and ordinances and other regulatory agency requirements.

  16. Conduct inspection of sites for purpose of ensuring that the site is compliance with permits.

  17. Maintain accurate records of findings and daily activities.

  18. Interact with other regulatory agencies for purposes of obtaining and maintaining compliance with their jurisdictional requirements.

  19. Identify, register and map all nonconforming lots, uses and structures created as a result of amendments to the Borough’s zoning ordinance and in each such case, indicate the reason to identify as nonconforming.


Physical Demands and Working Conditions.

This job requires walking, sitting, standing and climbing. The job may require walking on uneven or undeveloped land sites and may expose employee to obnoxious weeds such as poison ivy, poison oak, poison sumac and to insect bites and snakes. The position requires flexible working hours as the employee will be required to attend various public meetings held during the evening hours and may need to schedule evening and weekend meetings with property owners.
