SYNOPSIS

Urges United States Postal Service to assign new ZIP code to North Plainfield in Somerset County.

A Concurrent Resolution urging the United States Postal Service to assign a new ZIP code to the Borough of North Plainfield in Somerset County.
Whereas, The Borough of North Plainfield in Somerset County shares three ZIP codes (07060, 07062 and 07063) with the City of Plainfield in Union County; and

Whereas, Under this ZIP code system, addresses in North Plainfield are often mistaken for Plainfield addresses, a problem which is exacerbated by the fact that the two communities have 23 streets with identical names, and the two communities have similar names (North Plainfield and Plainfield, respectively); and

Whereas, Together, these circumstances continuously result in a delay or incorrect delivery of mail for North Plainfield residents; and

Whereas, North Plainfield residents often receive information and mail from Union County, including Union County jury summons, which causes confusion and frustration; and

Whereas, Delays in the delivery of mail such as credit card statements and other monthly bills may result in financial harm to residents of North Plainfield; and

Whereas, Residents of North Plainfield have had troubles obtaining accurate premium rate quotes with automobile insurance companies due to the differing premium rates for the two communities; and

Whereas, Individuals from outside the area of North Plainfield have experienced difficulties locating destinations within North Plainfield due to ZIP code issues with Global Positioning System (GPS) devices; and

Whereas, The Borough of North Plainfield previously applied for a new ZIP code in 2004 and was rejected, and its residents have continued to endure substantial mail delivery issues; and

Whereas, The Postal Service has a duty to provide adequate and efficient mail services to all citizens of the United States; and

Whereas, It is altogether fitting and proper for the Legislature of the State of New Jersey, and is in the public interest, to urge the United States Postal Service to assign a new ZIP code to the Borough of North Plainfield; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):
1. The Legislature of the State of New Jersey urges the United States Postal Service to assign a new ZIP code to the Borough of North Plainfield.
2. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly or the Secretary of the Senate to the Postmaster General of the United States Postal Service.

STATEMENT


This concurrent resolution urges the United States Postal Service to assign a new ZIP code to the Borough of North Plainfield. The Borough of North Plainfield in Somerset County presently shares three ZIP codes with the City of Plainfield in Union County.

In addition to having similar names and sharing the same three ZIP codes, the two communities have 23 streets with identical names. Under the current circumstances, North Plainfield has experienced ongoing problems with the delivery of mail to its residents and businesses. Ensuring that mail is delivered correctly and efficiently is of the utmost importance, as individuals depend upon the mail system for many of their regular needs, including timely payment of financial obligations.

Moreover, the shared ZIP codes between North Plainfield and Plainfield have created difficulties for individuals trying to locate addresses within North Plainfield, as certain Global Positioning System (GPS) devices have erroneously directed individuals to destinations in Plainfield rather than North Plainfield.

The United States Postal Service is responsible for providing adequate and efficient mail services to all citizens of the United States, and the present ZIP code assignment does not allow for residents of North Plainfield to be adequately and efficiently served. This deficiency in service needs to be rectified.



North Plainfield previously requested the assignment of a new ZIP code in 2004 and was denied by the United States Postal Service. Since that time, North Plainfield has continued to experience substantial problems with the delivery of mail. Given these ongoing problems, there is a critical need for the United States Postal Service to assign a new ZIP code to the Borough of North Plainfield.
