Sources of financing for research and development activities. According to 
Figure 3, a government is generally the largest or only source of funding for R&D in 
Central Asia. However, the experience of China, Japan, South Korea and the United 
States of America shows that about two thirds of R&D funding comes from 
commercial enterprises/firms, not the government.

Insufficient investment in research and development. The relatively high 
government contribution (about two thirds) to total expenditure on R&D in 
Uzbekistan indicates that the private sector is less motivated to invest in R&D. Yang 
[15] has explored empirically that allocating more resources to R&D catalyses firms, 
especially small firms. While direct public support for R&D has yielded fruitful 
results in basic research, government support for applied research has been less

successful because of a 'lack of incentive to make a profit' [16]. A higher return on 
R&D investment stimulates incentives for private firms to take risks and maximize 
returns. Thus, firms invest in R&D to increase their competitiveness and productivity 
[17].
