A RESOLUTION honoring one of the founders of the Boy Scouts, Daniel Carter Beard. WHEREAS, Daniel Carter Beard was born on June 21, 1850, in Cincinnati, Ohio; and WHEREAS, at the age of 11, Daniel Carter Beard's family moved to Covington, Kentucky, where his boyhood home, now a National Historic Landmark, still stands; and WHEREAS, in 1878 James Henry Beard, a noted portrait artist, moved his family to New York, where Daniel studied art and became a noted artist and author in his own right; and WHEREAS, Daniel Carter Beard wrote and illustrated many outdoor and camping books, and did the illustrations for Mark Twain's A Connecticut Yankee in King Arthur's Court; and WHEREAS, in 1905, as editor of the magazine Recreation, Daniel Carter Beard started a youth organization known as the Sons of Daniel Boone, later known as the Boy Pioneers of America; and WHEREAS, Lord Robert Baden-Powell, founder of the Boy Scout movement in England in 1907, credited Daniel Carter Beard's organization and Ernest Thompson Seton's Woodcraft Indians as being part of the inspiration of the Boy Scout movement; and WHEREAS, when the Boy Scouts of America was founded in 1910, Daniel Carter Beard closed his youth organizations and joined the new Boy Scouts of America as National Scout Commissioner and Chairman of the National Court of Honor; and WHEREAS, Daniel Carter Beard continued his active association with the Boy Scouts of America until his death on June 11, 1941; and WHEREAS, Daniel Carter Beard never forgot his Kentucky roots; he returned periodically to Kentucky, including a camporee in Devou Park in Covington in 1934, attended by 2,000 Scouts, where he was affectionately known as "Uncle Dan" Beard; and WHEREAS, the Northern Kentucky Council of the Boy Scouts renamed itself the Dan Beard Council in 1952 and when the Dan Beard Council merged with the Greater Cincinnati Area Council in 1956, the newly merged council retained the name Dan Beard Council in recognition of Dan Beard's early life in both Ohio and Kentucky; and WHEREAS, when a new bridge was constructed across the Ohio River from Cincinnati, Ohio to Newport, Kentucky for the new Interstate 471, Boy Scouts from the Dan Beard Council canoed from Cincinnati to Frankfort to present Governor Julian Carroll with a petition requesting the Governor to name the bridge for Daniel Carter Beard; and WHEREAS, the bridge popularly known as the "Big Mac" or "Golden Arches" due to its design and color of paint, was formally dedicated in 1981 as the Daniel Carter Beard Bridge, a name which it officially bears today; and WHEREAS, the Senate is honored today by the presence of Eagle Scouts and Scout Leaders from the Trailblazer District of the Dan Beard Council which serves youth in Boone, Campbell, Gallatin, Grant, Kenton, Owen, and Pendleton counties in Kentucky; NOW, THEREFORE, Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky: Section 1. The Senate of the General Assembly of the Commonwealth of Kentucky honors the Boy Scout movement on its 100th Anniversary and the Boy Scouts of America on its 97th Anniversary. Section 2. The Senate of the General Assembly of the Commonwealth of Kentucky honors the Boy Scouts of America and the Scout council comprising northern Kentucky and southwestern Ohio, the Dan Beard Council. Section 3. The Senate of the General Assembly of the Commonwealth of Kentucky honors the memory and the accomplishments of Daniel Carter Beard for his roles as author, illustrator, a founder of the Boy Scouts of America, and dedicated Scouter. Section 4. The Senate of the General Assembly honors the Eagle Scouts and Scout leaders from the Trailblazer District of the Dan Beard Council who represent the continuing tradition of patriotism, citizenship, service, self-reliance, and personal responsibility espoused by Daniel Carter Beard. Section 5. Copies of this Resolution shall be given to each Eagle Scout and Scout Leader present today and a copy of this Resolution shall be sent to Scout Executive Tracy Techau, Dan Beard Council, Boy Scouts of America, 45206-2865.
