and Policies in the Contemporary
Planning History of Istanbul
The recent mega-scale urban interventions in
and around İstanbul –namely the İzmit Bay
Bridge, the Northern Projects, the Marmaray
Project, and the İstanbul– Ankara High Speed
Train—revealed new questions and concerns
about the urban governance and the
administrative borders of the city. In order to
comprehend the scope of İstanbul’s urban
development, this paper focuses on the regional
scale from a planning history perspective. This
paper aims to steer at the regional plans,
agencies and regulations on İstanbul beginning
from the early days of the Turkish republic. It
will then continue with the regional initiatives
throughout the 1960’s and 1970’s, a period
when regional planning gained world-wide
validity. Subsequently, the paper will elaborate
on the contemporary initiatives and regulations
that affect İstanbul’s urbanization at the regional
scale. The paper will conclude with an
evaluation of the regional planning history of
İstanbul in the light of the recent urban
developments.
