INTRODUCTION
Under Public Law 86-121 project NA-97-A69, the Navajo Area Indian Health Service (IHS), Office of Environmental Health and Engineering (OEHE), spent $606,490 to provide the community with sanitation facilities to 31 homes located within the Tanners area of the Rock Springs Chapter. This document reports a project history, the facilities installed, construction experience, project costs, and details relating to training, rights-of-way, and transfer.

PROJECT LOCATION


The Rock Springs Chapter is located within the Navajo Nation, seven miles northwest of Gallup, New Mexico, south of New Mexico State Highway 264 and east of New Mexico State Highway 491.
PROJECT HISTORY

On January 27, 1989 the Rock Springs Chapter submitted a resolution to the IHS requesting sanitation facilities for 31 existing homes. The IHS, OEHE, developed a Project Summary, which recommended an additional 10.3 miles of six, four, and two-inch PVC waterline extensions. The proposed project would increase the capacity of the Rock Springs and China Springs Water Systems to meet current demands for water. The project upgraded Well 16T-608, by installing telemetry communication equipment at the well site and a radio transmitter at the Sagebrush water storage tank site. The project provided first time water

service and sewage disposal facilities 31 homes. The Project Summary was approved on April 28, 1997 and assigned project number NA-97-A69. A Memorandum of Agreement (MOA) between the Navajo Nation; the IHS; the Navajo Engineering and Construction Authority (NECA), an enterprise of the Navajo Nation; and the Navajo Tribal Utility Authority (NTUA), also an enterprise of the Navajo Nation was executed on June 27, 1997. This Agreement stipulated provisions of the project, including areas of responsibility, types of facilities, and method of construction (see Appendix B). Amendment No. 1 to the MOA reduced the IHS contribution to NECA (see MOA Appendix). Table 1 is a chronology of significant documents and events pertaining to project NA-97-A69.

SUMMARY OF FACILITIES INSTALLED

The NECA constructed the facilities of this project. The IHS made a contribution to cover their nonprofit project costs. The IHS also provided engineering services, construction materials, special construction material, and construction supervision for all facilities proposed under the Project Summary. The Rock Springs Chapter hired residents for construction of the bathroom additions with plumbing through the Community Development Block Grant (CDBG) Program.


Tables 2, 3, and 4 summarize the facilities installed under project NA-97-A69.

ANALYSIS OF PROJECT COSTS

Project NA-97-A69 costs totaled $ 606,490. The average cost per home for this project was $20,216. Table 5 details project NA-97-A69 costs.

CONSTRUCTION EXPERIENCE

At the Rock Springs Well 16T-608, upgrades included the installation of telemetry communication system at the pump house and at the Sagebrush tank site north of Rock Springs. There were also several HDPE wash crossing.



OPERATION, MAINTENANCE, AND TRAINING


The IHS, OEHE, offered training to the homeowners, emphasizing the proper use and maintenance of on-premise facilities and giving attention to the health benefits which results from the proper use of these facilities. The responsibility to operate and maintain the community facilities constructed under this project rests with the NTUA. The NTUA personnel involved in operation and maintenance (O&M) of these facilities received initial training from the NAIHS and have the opportunity to participate in the IHS on-going training for water and sewer systems O&M.

RIGHT-OF-WAY


The IHS obtained right-of-way and archaeological clearance for all facilities constructed under Project NA-97-A18. Copies of rights-of-way documents including grants-of-easements and affidavits-of-completion are included in the Right-of-Way Appendix in this report.

TRANSFER OF OWNERSHIP


The community facilities were transferred to the Navajo Nation on March 24, 2006 after the final inspection and punch list items were addressed. The individual facilities were transferred to the individual homeowners at the same time.
