A Regular Meeting of the Board of Education of the Toms River Regional Schools took place at Toms River High School North, 1245 Old Freehold Road, Toms River,

New Jersey on Tuesday, July 15, 2014 at 6:15P.M.

Board President Joseph Torrone read the following Opening Statement:

"Good Evening, Welcome to a Regular Meeting of the Board of Education of the

Toms River Regional Schools."

"This meeting was announced to the public through a notice published in the Asbury Park Press on July 2, 2014 which constituted at least 48 hours notice as required by law under the Open Public Meetings Act."

A roll call of attendance indicated the following Board Members were present:, Mrs. Gidalty Esparza, Mrs. Gloria McCormack, Mr. Alex Pavliv, Mr. James Sigurdson, Mrs. Loreen Torrone, Mrs. Ginny Rhine, and Mr. Joseph Torrone.

Mr. Giovine was absent. Mr. Ramsay was absent.

Also in attendance were Superintendent Healy, Board Secretary Saxton, Assistant

Superintendents Hauenstein, McKenna, Gaffney, Business Administrator Doering, Board Attorney Schreiber, guests and press were also present at the meeting.

Superintendent Healy arrived 6:24p.m.

Assistant Superintendent McKenna arrived 6:21 p.m. EXECUTIVE SESSION RESOLUTION- 6:18P.M.

A motion was made by Mrs. Torrone, seconded by Mr. Sigurdson and carried that the following Executive Session Resolution be approved:

Resolved, that the Board of Education, at this time, move to a closed session to be held at the executive session meeting room at Toms River High School North, Toms River, New Jersey, for the purpose of:

Executive Session Resolution- To include Contracts, Legal/Litigation, (J.B. J.S., MJR), Personnel, Harassment, Intimidation and Bullying Report, Suspension Report. Subject to change.
as outlined under the Open public Meetings Act.
The Board of Education does at this time, anticipate public action on the matter at this evening's public meeting. When, and if, the Board of Education does take action on any of the other matters so noted, the action will be placed in public session.


All members present voting Aye.

RETURN TO REGULAR SESSION-7:30P.M.

A motion was made by Mrs. Rhine, seconded by Mrs. Esparza and carried that the

Board return to Regular Session at 7:30P.M All members present voting Aye.

Board President Mr. Torrone led the Board and audience in the Pledge of

Allegiance

Board President Mr. Torrone welcomed Superintendent Healy and looks forward to working together.



COMMITTEE REPORTS/BOARD COMMENTS

Budget & Finance Committee- Mr. Sigurdson

The Budget and Finance Committee of the Board of Education of the Toms River Regional Schools met on July 8, 2014 at 1144 Hooper Avenue, Toms River, New Jersey in Conference Room A at 7:40P.M. Board Member and Committee Chair, Jim Sigurdson read the following opening statement:

"Good evening, welcome to the Budget and Finance Committee Meeting of the Board of Education of the Toms River Regional Schools. Notice of this meeting was published in the Asbury Park Press on July 2, 2014 which constituted at least 48 hours notice as required by law under the Open Public Meetings Act."

In attendance were Board members- Joe Torrone, Ginny Rhine, Alex Pavliv, Jim Sigurdson, Ben Giovine, Loreen Torrone, Gigi Esparza, Gloria McCormack, Superintendent- David Healy, Assistant Superintendents- Jim Hauenstein and Debra McKenna, and Board Secretary- Wendy Saxton. The meeting was open to the public and an opportunity for public comment was provided.

As we do every month, the committee reviewed the expenditures listed on the Purchasing Agenda, which was e-mailed to all Board members prior to the Budget and Finance Committee meeting. The Purchasing Agenda also included items of zero value, bids and resolutions. Questions were asked by various individual board members, which were answered by members of the administration. The Purchasing Agenda for this month is in the amount of $1 ,483,931.78 for the 2013114 school year and $46,477,360.34 for the

2014115 school year. The Budget & Finance Committee is recommending the approval of the Purchasing Agenda by the full Board.



Personnel Committee- Mrs. Torrone

A Personnel Committee Meeting of the Board of Education of the Toms River Regional Schools took place at the Administrative Offices, 1144 Hooper Avenue, Conference Room A, Toms River, New Jersey on July 14, 2014, at 4:30p.m. This meeting is not publicly advertised as the committee reviews personnel information which includes names of individual staff member as well as possible new staff members.


In attendance were Committee Member Loreen Torrone, Chair, and James Sigurdson as well as Board President Joseph Torrone and the following administrators: David Healy, Superintendent, James Hauenstein, Assistant Superintendent and Debra McKenna, Assistant Superintendent.

The meeting was opened at 4:30p.m. by Chair, Loreen Torrone. David Healy, Superintendent, as well as James Hauenstein, Assistant Superintendent and Debra McKenna, Assistant Superintendent discussed with the members the certified personnel being recommended for employment at the board meeting on July 15, 2014. Each candidate's qualifications were reviewed and questions answered. Also discussed were the certified personnel that will be on the addendum of the personnel agenda on July 15,

2014.


There was further discussion on upcoming openings in the Administrative area and the process being used to make those appointments.

Mr. Galante discussed executive session, personnel.



Mrs. Benson discussed the purchasing agenda and bill list. Mr. DeSantis discussed new personnel.

APPROVAL TO SUBMIT WAIVER APPLICATION TO THE NEW JERSEY DEPARTMENT OF EDUCATION

A motion was made by Mrs. Esparza, seconded by Mrs. McCormack and carried that the Approval to Submit Waiver Application to the New Jersey Department of Education be approved:

APPROVAL AND CERTIFICATION OF THE BOARD SECRETARY'S MONTHLY FINANCIAL REPORTS

Pursuant to N.J.A.C. 6A:22.l.ll(c), I, Wendy Saxton, Board Secretary, certify that as of May 2014 no budgetary line items account has obligations and payments (contracted orders) which exceed the amount appropriated by the District Board of Education pursuant to N.J.S.A. 18A:22-8-l, that the district's accounts have been reconciled and are in balance.

Through the adoption of this resolution, we the Toms River Board of Education, pursuant to N.J.A.C. 6A:22-2.ll(c), certifY that as of May 2014 after a review ofthe Secretary's monthly report (appropriations section) and upon consultation with the Business Administrator and other appropriate district officials, that to the best of our knowledge, no major account or fund has been over expended in violation ofN.J.A.C.

6A:22-2.11 (c) and that sufficient funds are available to meet the district’s needs.

Superintendent Healy thanked the Board of Education for the confidence and faith to appoint him to lead this district as Superintendent. I continue to be impressed with this Boards unwavering commitment to the children of this school district while they are regularly insuring that our children are well served.

It is a sincere pleasure and honor to serve this community as the Superintendent and what a great opportunity it is that I have been presented with to work with all of you in such an important capacity where we have the opportunity to work with our children and ensure that we are providing the best

education possible in a safe, secure nurturing environment.

Toms River, 50'h year Anniversary of the Establishment of the Regional School System.

Superintendent Healy would like to request and additional action meeting late July 28th – 31st or early August 4th – 7th.
