EAST DUBUQUE CITY COUNCIL

1. 17-0701 Call to Order – Mayor: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Robey,

Alderman Shireman. Absent: Alderman Vanostrand.


2. 17-0702 Speakers from the Floor: None.
Presentation: Become an Everyday Hero - Volunteer Today / Samantha Sanders, Jo Daviess County Health Dept

Samantha Sanders of the JoDaviess county Health Department presented information regarding the Emergency Management agency and their Medical Reserve Corps and Community Organizations Active in Disaster Programs. Anyone who might be interested in volunteering can access their website for an application. Their website is www.jodaviess.org/health

3. 17-0621 Discussion and Possible Action to Approve or Deny Class C Liquor License for The Queen

SmokeStack at 74 Sinsinawa Avenue, East Dubuque, Illinois.


NEW BUSINESS:

4. 17-0703 Discussion and Possible Action to Pass Resolution Authorizing the City Manager and City Treasurer to Make the Appropriate Interfund Transfer and Inter Fund Loans of Sums and Record the Same in the Appropriate Manner for FY 2017 for the City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

  • City Manager Barklow- Resolution No. 17-0703 reads as follows: Now, therefore be it resolved by the City Council of the City of East Dubuque, County of JoDaviess, State of Illinois as follows:

Section 1: Authorize City Manager And City Treasurer to transfer funds and loans. That the City Manager and City Treasurer be and is hereby authorized by the City Council to make the appropriate interfund transfer of sums and record and record the same in the appropriate manner for FY2017.

Section 2: Transfer of Funds and Loans. The City Manager and City Treasurer will transfer the following sums and to record the same in the appropriate manner.


The General Fund Transfers Total: $34,525.42

Capital Projects Fund Transfers Total: $66,696.83

Enterprise Fund Transfers Total: $19,432.30

Interfund Loan Borrowings Total: $14,899.70



  • Motion made by Alderman Degenhardt to Pass Resolution Authorizing the City Manager and City Treasurer to Make the Appropriate Interfund Transfer and Inter Fund Loans of Sums and Record the Same in the Appropriate Manner for FY 2017 for the City of East Dubuque, Jo Daviess County, Illinois, seconded by Alderman Digman, five ayes, motion carries. ROLL CALL: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Robey, Alderman Shireman. Absent: Alderman Vanostrand.


5. 17-0704 Discussion and Possible Action to Approve Annual Treasurer’s Report and Authorize City Clerk to Certify and Publish Annual Treasurer’s Report / Mayor Welp, City Manager Barklow

  • City Manager Barklow: The Totals are as follows:

    • Total Revenues: $2,336,185

    • Total Compensation: $734,783

    • Total Expenses: $1,646,418

  • This has been the first time in many years that we have been in the red.

  • Motion made by Alderman Robey Pass Resolution Authorizing the City Manager and City Treasurer to Make the Appropriate Interfund Transfer and Inter Fund Loans of Sums and Record the Same in the Appropriate Manner for FY 2017 for the City of East Dubuque, Jo Daviess County, Illinois, seconded by Alderman Degenhardt; five ayes, motion carried.


6. 17-0705 Discussion and Possible Action to Approve or Deny Class C Liquor License for Jesse 69 Inc. at 230 Sinsinawa Avenue, East Dubuque, Illinois / Mayor Welp, City Manager Barklow, Singh Gurlabh

  • City Manager Barklow: This application has met all of the requirements needed for approval.

  • Alderman Robey: The application states that the principal business will be gaming. Can there be an ordinance written pertaining to a requirement of a certain percentage of food and liquor sales for these businesses wanting to come into town solely to put in gaming parlors? City Attorney Kurt: Yes, but as the ordinance is written now, there is nothing stating those kind of requirements. Robey: Are we able to table this? Kurt: Yes.

  • Mayor Welp: Being as the ordinance is written as it is now, and the application has been submitted, do we have to act now, or can we table? City Attorney Kurt: Essentially, you should act now unless you have questions for the business owner that you would like addressed before your decision is to be made.

  • Alderman Shireman: The application states that Mr. Singh is the owner of the building when he is in fact leasing it. Would like to address these contingencies and has further questions.

  • City Attorney Kurt: Will reach out to Mr. Singh and ask for him to be present at the next Council meeting to answer questions.

  • Motion made by Alderman Shireman to Table, seconded by Alderman Arling; five ayes, motion carried.


7. 17-0706 Discussion and Possible Action to Approve or Deny Video Gaming License for Jesse 69 Inc. at 230 Sinsinawa Avenue, East Dubuque, Illinois / Mayor Welp, City Manager Barklow, Singh Gurlabh


8. 17-0707 Discussion and Possible Action to Approve Subdivision and Authorize Mayor and City Clerk to Sign Plat to Vacate Fairway Condominiums and Establish Fairway Town Homes Lying Within Lot 1-1-“A” of Coyles Scenic Heights in the NE Quarter of Section 29, Township 29 North, Range 2 West of the 4th P.M., City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

  • No quorum at Zoning meeting- No action taken.


9. 17-0708 Discussion and Possible Action to Pass Ordinance for Zoning Text Amendment in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

  • No quorum at Zoning meeting- No action taken.


10. 17-0709 Discussion and Possible Action to Approve Class C Liquor License for Rosy’s Inc. at 1705 Rte. 35 N.

Unit 1, East Dubuque, Illinois / Mayor Welp, City Manager Barklow



  • City Manager Barklow: This is the Naab property on Route 35.

  • Alderman Degenhardt: Glenn, are you planning to put machines in your establishment? Mr. Naab: Yes.

  • Alderman Arling: Glenn, are you planning to run this business yourself? Mr. Naab: Yes, is the President and Owner.

  • Alderman Shireman: Glenn, are you a resident of East Dubuque? Yes, but not within the City limits.

  • Motion made by Alderman Robey to Approve Class C Liquor License for Rosy’s Inc. at 1705 Rte. 35 N. Unit 1, East Dubuque, Illinois, seconded by Alderman Shireman; five ayes, motion carried.


COUNCIL & COMMITTEE REPORTS:

11. 17-0710 Staff Reports: City Manager Report, Mayor Report, and Alderman Report

  • City Manager Report”

    • New computers were purchased from the Computer Dr. for the business office in the amount of $770.00 per unit. One of the better of the two computers replaced Mark Fluhr’s computer in the Public Works Department.

    • The City made an effort to hire Red Oak Lawn Care to repair the damage to Mr. Ame’s yard due to a water main break last fall.

    • Mark Fluhr is making the arrangements necessary to explore the option of consignment of the surplus equipment. It has been sitting on Hwy 20 advertised for sale on Mr. Temperly’s property.

    • A plug will be installed into the catch basin on Oxford Street.

    • Met with Joe Bitter, Manager of IEI Barge as well as Alliant Energy about the possibility of extending water service to a potential new business. This would be contingent upon annexation.

    • Made some contacts in regards to the possibility of a CDL driving school being located within the community.

    • Attended the EMS Graduation. Two of the graduates were from here in East Dubuque, and one of them was valedictorian of the class.

    • City Crews worked to have the Bell Tower parking lot cleaned up for their bash.

    • East Dubuque Fireworks were held on June 24th. The show was for 25 minutes and a great time was had by all who attended.

    • The curb on St. Mary’s drive has been painted and there seems to be no more parking problems so far.

    • Went to a presentation held by DB&T in regards to the Purchase Card Program. This could potentially be a great way to make money back on regular bills and other items needed on a regular basis throughout the year.

    • The Frentress water tower was struck by lightning in the early morning hours on July 10th. The controls stopped working and A & G Electric had to change a transformer as well as another component that we are still waiting for a part. There has not been a cost presented yet.

    • The sludge removal and cleaning of the wet well is close to completion by the public works department. They will move on to removal of dead trees on Montgomery Ave.

    • Part time Officer Kyle Huseman has completed and passed the state exam and has met all of the qualifications needed. Chief O’Connell will be looking into classes in order for him to get full time qualifications.

    • Gaming numbers as requested are as follows

      • May 2016 VGT Income Funds in $457,091.00

        • May 2017 VGT Income Funds in $679,239.00

      • Year to Date Jan 2016-May 2016 $2,362,283.00

        • Year to Date Jan 2017- May 2017 $3,169,284.00

      • Municipal Income YTD 2016 $36,544.33

        • Municipal Income YTD 2017 $48,712.94

    • Upcoming Events:

      • August 5th- Wingfest

      • August 5th- Lion’s Club Auction at The Taste

      • August 18th- First day of school


Committee Reports: Ordinance, Budget, Local Improvements, Planning, Civil Service, and Utilities Committee – None noted.
12. 17-0711 Consent Agenda (Approve City Council Minutes 6-19-2017, Ambulance/Fire Department Report, Police Department Report, Warrants, Zoning, and Correspondence)

  • Motion made by Alderman Robey to Consent Agenda, seconded by Alderman Arling; five ayes, motion carried.


13. 17-0712 Executive Session: Litigation Section 2(c)(11) Pending, Probable or Imminent Litigation

  • Motion made by Alderman Robey to enter into Executive Session under Litigation Section 2(c)(11), seconded Alderman Arling; five ayes, motion carried. ROLL CALL: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Robey, Alderman Shireman. Absent: Alderman Vanostrand.

Alderman Degenhart made a Motion to Return to Regular Session, seconded by Alderman Digman.

14. 17-0713 Adjourn


  • Motion to adjourn made by Alderman Robey, seconded by Alderman Arling; five ayes, motion carried. Adjourned at 6:55 p.m.
