1. 16-0901 Call to Order – Mayor: Alderman Degenhardt, Alderman Hanley, Alderman Vanostrand, Alderman

Walsh, Alderman Werner. Absent: Alderman Robey.

2. 16-0902 Speakers from the Floor

• 
  Kat’s Meow inquired to the council if they were going to be able to sell food and beer outside on the sidewalk for the Ride for the Kids event? Mayor Welp stated that yes, the bars will be able to as long as they are within the confines of the blocked sidewalks, and more of the information pertaining to the event will be outlined later in the meeting.
  

Proclamation Halloween: Mayor Welp stated that the East Dubuque City wide Trick-or-Treat will be held on Monday October 31, 2016 between the hours of 5pm-7pm.

OLD BUSINESS:

3. 16-0816 Discussion and Possible Action to Approve Estimate(s) to Repair and/or Replace Roof(s) at City Garage Site / Mayor Welp, City Manager Barklow, Public Works Director Fluhr

  There were 4 companies asked to place bids, 3 were submitted.
  
• 
  Davis Construction was the lowest bid at $20,010.00, but they cannot perform the services until next year.
  
• 
  Ernst Roofing bid was $22,780.00
  
• 
  Geisler Brothers Co. bid was $22,720.00 and includes prevailing wage, they are also able to complete the project in October.
  
• 
  Alderman Walsh asked if there was a way to accommodate to make the roof pitched, and would this be cost effective to do so. No. Could the siren be moved to the side of the building? The siren was originally at the Police Department, but was moved for power accessibility. Geisler will flash around the siren to prevent leakage.

  Motion made by Alderman Degenhardt to accept and approve Geisler Brothers Co. bid for $22,720.00 to repair roof at City Garage site, seconded by Alderman Vanostrand, 5 ayes, motion carried. ROLL CALL: Alderman Degenhardt, Alderman Hanley, Alderman Vanostrand, Alderman Walsh, Alderman Werner. Absent: Alderman Robey.
  

NEW BUSINESS:

4. 16-0903 Discussion and Possible Action to Approve Special Event Permit for Research for the Kids, Downtown East Dubuque on September 17, 2016 from 3:30 p.m. to 6 p.m. with Street Closure ? / Mayor Welp, City Manager Barklow

• 
  Mark Reiss submitted a special event permit application for the Research for the Kids ride taking place on September 17, 2016. They are planning to be in town at approximately 3:30 pm and leaving by 5 pm. They are asking for 2 barricades at the 4 way stop of Sinsinawa and Hwy 35 to block of the left side of the street in front of RPlace all the way down to the end. This will be used for parking and the sidewalks to be barricaded in front of the establishments for a place for the patrons to gather as well as keep them contained with their beverages. The City’s green space will also be used as additional parking. Taverns are able to serve food and alcohol in barricaded areas as well.

  Motion made by Alderman Walsh to Approve Special Event Permit for Research for the Kids, Downtown East Dubuque on September 17, 2016 from 3:30 p.m. to 6 p.m. with Requested Street Closure, seconded by Alderman Hanley, 5 ayes, motion carried. Absent: Alderman Robey.
  

5. 16-0904 Discussion and Possible Action to Approve Special Event Permit and Class D Liquor License for WingFest to be held Downtown East Dubuque on Saturday, September 10, 2016 with Street Closure from 7 Sinsinawa Avenue to 295 Sinsinawa Avenue (time) / Mayor Welp, City Manager Barklow

  Street closure for the event will be 9 am, event starts at 12pm, event will end at 10:30 pm. There will be 2 bands and 19 vendors.

  Motion made by Alderman Walsh to Approve Special Event Permit and Class D Liquor License for Wing Fest to be held Downtown East Dubuque on Saturday, September 10, 2016 with Street Closure from 7 Sinsinawa Avenue to 295 Sinsinawa Avenue from 9am to 10:30 pm, seconded by Alderman Degenhardt, 5 ayes, motion carried. Absent: Alderman Robey.
  

6. 16-0905 Discussion and Possible Action to Pass an Ordinance to Repeal Ordinance Establishing a Public Ways and Property Improvement Fund in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

• 
  The Utility Committee met and recommends the $5.00 waterway improvement fund charge be repealed due to verbiage and usage of the original ordinance.
  
• 
  Alderman Walsh inquired if there could be an Water Infrastructure Fee utilized instead? City Attorney Terry Kurt will look into this.
  
• 
  City Manager Barklow wanted to make the Council aware that some of the water meters are beginning to fail.

  Motion made by Alderman Vanostrand to Pass an Ordinance to Repeal Ordinance Establishing a Public Ways and Property Improvement Fund in the City of East Dubuque, Jo Daviess County, Illinois, seconded by Alderman Walsh, 5 ayes, motion carried. ROLL CALL: Alderman Degenhardt, Alderman Hanley, Alderman Vanostrand, Alderman Walsh, Alderman Werner. Absent: Alderman Robey.
  

7. 16-0906 Discussion and Possible Action to Pass an Amendment to the Utilities Ordinance, City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

  Motion made by Alderman Vanostrand to Table, seconded by Alderman Hanley, 5 ayes, motion carried. Absent: Alderman Robey.
  

8. 16-0907 Discussion and Possible Action to Approve Request from the Lions Club to Hold their Annual Candy Days on Friday October 7, 2016 from 3 p.m. to 6 p.m. at the Intersections of Wall & Wisconsin and Sinsinawa & Wisconsin Avenues / Mayor Welp, City Manager Barklow, Nick Tranel

  This annual Candy Drive is to benefit the Blind and Deaf Society
  
• 
  Motion made by Alderman Degenhardt to Approve Request from the Lions Club to Hold their Annual Candy Days on Friday October 7, 2016 from 3 p.m. to 6 p.m. at the Intersections of Wall & Wisconsin and Sinsinawa & Wisconsin Avenues, seconded by Alderman Walsh, 5 ayes, motion carried. Absent: Alderman Robey.
  

COUNCIL & COMMITTEE REPORTS:

9. 16-0908 Staff Reports: City Manager Report, Mayor Report, and Alderman Report

City Manager Report:

• 
  The Utility Committee is working on Senior Rates and the Water Capital Improvement Fund.
  
• 
  Highland Drive Water Tower Painting Update: Primer will finished up the end of this week and the project should be complete by next week.
  
• 
  Police Officer update: The 6^th Officer has been hired. Kyle Huseman has worked for the department previously as a dispatcher, and is a local resident of East Dubuque.
  
• 
  Contacted ServPro in regards to mold testing in the City Hall Building. Eviromark was also contacted, but their fee was in the $600-800 plus travel cost range and ServPro was in the $550-600 range with remediation options and an additional test to conclude the process.
  
• 
  Have received a couple calls regarding semi-tractor trailers blocking the ingress and egress from St. Mary’s School. Signs have been posted by Public Works department and the police officers are aware of the issue.
