Invitation for Bids

1. This Invitation for Bids follows the Advance Contracting Notice for this project that appeared in the “ADB Business Opportunities” issued on 27 July 2016.

2. The People’s Republic of Bangladesh has applied for financing from the Asian Development Bank (ADB) towards the cost of Natural Gas Infrastructure and Efficiency Improvement Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to eligible bidders and no nationality restrictions apply, other than any restrictions arising from ITB 4.7 including ISRAEL.

3. The Gas Transmission Company Limited (GTCL) (“the Purchaser”) invites sealed bids from eligible bidders for Procurement of goods under the lots stated below:

A Bidder can participate for any individual or multiple lots. The Purchaser will evaluate and compare Bids on lot basis. Contract will be awarded to the lowest evaluated substantially responsive Bidder for each individual lot.

4. Only experienced and eligible bidders should participate in this bidding:

 Contractual Experience: Successful completion as main supplier within the last 03 (three) years, of at least 02 contracts each valued at US$ 3.30, 3.00, 2.40 & 1.85 million for Lot A, B, C & D respectively with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

 Technical Experience: The Bidder shall demonstrate that the goods offered have been in production for at least 03 (three) years, and sold a minimum of 600 nos. induction bends for Lot A, 36" OD 10 nos. Ball Valves & 10.75" OD 30 nos. Plug Valves for Lot B, 40"x36" OD 2 nos. Pig Trap & 2 nos. consignment of high pressure pipeline fittings for the major items (36" OD Insulating Joint, Elbow, Equal & Reducing Tee, WNRF Flange, Blind Flange & Anchor Flange) for Lot C and 2 nos. consignment for the major items ( TEG, HSI Anode, Mg Anodes, Cables, Heat Shrinkable Sleeves, Epoxy Primer, Polyethylene tape) for Lot D of similar type and specification over the last 03 (three) years and been in operation for a minimum of 03 (three) years.

 Size of Operation (Average Annual Turnover): The Bidder shall have minimum average annual turnover of US$ 10.0, 9.0, 8.0 & 6.0 million for Lot A, B, C & D respectively over the last 03 (three) years. 5. International competitive bidding will be conducted in accordance with ADB’s SingleStage: Two-Envelope bidding procedure and is open to all bidders from eligible countries as described in the Bidding Document.

7. To purchase the bidding documents for the package in English, eligible bidders should:

 Write to the address above requesting the Bidding documents for: Procurement of Induction Bends, Different types of Valves, Pig Traps, Miscellaneous Fittings, CP Materials, Coating and Wrapping Materials for 36”OD High Pressure Gas Transmission Pipeline.

 Pay a non-refundable fee of BDT 10,000.00 or US$ 125.00 by Cash/Pay Order/Demand Draft in favour of Gas Transmission Company Limited (GTCL) from 9 October 2016 during office hours on all working days.

 The document can be collected by the authorised representative of the Bidder and or may also be sent through courier service. Interested bidders who are requesting international courier dispatch should pay an additional fee of US $100.00 No liability will be accepted for loss or late delivery in this regard.

11. The Gas Transmission Company Limited (GTCL) reserves the right to accept or reject any or all Bids or annul the bidding process at any stage without assigning any reason whatsoever and without incurring any liability to the affected Bidders.
