Plymouth City Council Meeting Proceedings

Thursday, February 2, 2017 at 7:00 pm at Plymouth City Hall


The Plymouth Council met in regular session on Thursday, February 2, 2017 at 7:00 pm. Mayor Pro Tem Berding called the meeting to order at 7:00 pm with the following members present: Amy Berding, Wade Eastman, Eric Abundis, and Jeff Robak. Absent: Mayor Jon Vrieze and Gary Clark
Others present: Ric Vermedal, Bev Torgeson, Cecil Kuhlers, Chuck Meyers, Jeff Eastman, Joe Rowe, and Ashley Martin
Agenda was unanimously approved as presented with a motion by Robak and seconded by Abundis.
Mayor Pro Tem Berding opened the Public Forum, Chuck Meyers asked the mayor and council if there was a time frame for the demolishing of 504 Broad St. Martin mentioned that Mayor Vrieze was sending in a DNR application for burning part of the home down. Mayor Vrieze has met with the contractor but has not set a date for demolition. Public Form was closed.
Departmental reports were given starting with Ric. Ric started off with informing the council that the well alarm went off at 4 o’clock Thursday morning. He called in St Ansgar Electric and he repaired it the best he could. The electrician advised Ric that there was no more repairing the panel and the city should be looking into replacing it. Ric will get quotes for a new electrical panel and will be in contact with Alliant Energy as well.
Martin started her departmental report discussing the budget. Martin stated that she has been working with another clerk but is still having concerns about the budget. The council and Martin agreed to set a budget meeting February 23rd at 6:00 o’clock pm.
Mayor Pro Tem Berding read Ordinance No 129 out loud. After some discussion about bulk water rates and changing the water rates, council approved the second reading of Ordinance 129. Motion by Abundis, seconded by Eastman to approve Ordinance No 129 amending the water rates. Motion carried unanimously.
Mayor Pro Tem Berding read Ordinance 132 to amending the water service pipe to include high density polyethylene pipes for water service. Motion by Clark, seconded by Abundis, to approve Ordinance 132. Motion carried unanimously.
Eastman and Rowe were present to inform the council of a few changes. Rowe is now the Fire Chief, with Scott Ryg as Assistant Fire Chief, Jason Schmitt as Fire Captain, and Jeff Eastman as the EMS Captain. Eastman had asked the council for a change in the county E911 commission board for Cerro Gordo and Worth County. He proposed Rowe be the primary contact for Worth County with Eastman as the Alternate and Eastman as Cerro Gordo County primary contact and Rowe the alternate. A discussion about a fire truck was brought up. Eastman had mentioned that he had found a couple of fire trucks that the city could use. The fire department was asking the council if the department has the council’s approval to deplete the fire CD’s to purchase a truck. Martin was confident that even though the fire CD’s would be depleted, the department would still have significant monies in their savings.
After more discussion on the fire truck, Robak asked if the truck they were looking at would need any modification. Rowe has been in contact with the Fire Chief of the fire department with the fire truck for sale. Maryland requires DOT inspections on fire trucks. Clark made a motion to cash out the fire CD’s for the purchase of a fire truck. Eastman seconded the motion. Motion carried unanimously.

Martin presented Resolution 2017-02 to designate the Globe Gazette as the official publication for Plymouth. Clark made a motion to approve the Globe Gazette as the official publication paper. Eastman seconded the motion. Motion carried unanimously.


Discuss Governmental Account training for Martin. The class is $75.00 that is held in Springville Iowa. Martin explained that this class would help explain the funds and what can and cannot be paid out of certain ones. Council agreed to the training.
Robak made a motion to accept the minutes from January 5, 2017 council meeting. Abundis seconded the motion. Motion carried unanimously.
Abundis made a motion to approve the January bills. Eastman seconded the motion. Motion carried unanimously.
Having no further business, Abundis made a motion to adjourn the meeting. Eastman seconded the motion. Motion carried unanimously. The meeting was adjourned to the public at 8:15pm
The council meeting was closed to public due to employee evaluations.
Closed session was adjourned at 8:34pm.
