The Massachusetts Emergency Management Agency (MEMA) has, per Governor’s Executive Memorandum, been designated as the State Emergency Response Commission (SERC) in Massachusetts.


This memorandum is being sent to all Massachusetts Tier II filers, Massachusetts Emergency Planning Committees, and Massachusetts Fire Departments regarding the registration process (see pages 3-6 of this memo) for use of the secure, web-based Tier II Manager System.
This memorandum serves as part of MEMA’s strategy for implementation of this secure, web-based system. It is anticipated that use of the Tier II Manager System will begin in January 2015 (Tier II Reporting Year 2014).
MEMA and the Massachusetts SERC strongly encourage use of the on-line Tier II Manager System for Tier II Reporting Year 2014. This change will only affect how Massachusetts Tier II filers submit to the Massachusetts SERC; this does not and will not change any Massachusetts EPC and/or Fire Department Tier II reporting requirements.

Please note that the Tier II Manager System has an export tool which will allow filers to, after submitting a report via this system, convert reports into different formats (e.g., zip file, hard copy, etc) to meet respective EPC and Fire Department reporting requirements.


The Tier II Manager System will be made available, at no cost, to all Massachusetts Tier II filers. The system adheres to all EPCRA requirements, including all changes that became effective on January 1, 2014.
This memo provides directions on how Massachusetts Tier II filers will register to use this system. Massachusetts EPCs and Fire Departments should not register to use this system.
At this time, MEMA is only asking Tier II filers to register to use this system. Please note that this is not a request to submit Tier II reports. Registration is a one-time process. If you have already registered to use this system you do not need to do so again.
This system will ease MEMA’s administrative burden in receiving and processing Tier II reports and provide an easy-to-use, on-line format for all Massachusetts Tier II filers. In addition, use of the Tier II Manager System will increase the accuracy of Tier II reports and improve communication between the SERC and Tier II filers.
The Tier II Manager System is fully compatible with CAMEO software and may be used with the EPA’s Tier II Submit software. This system is currently used by many others states and localities. MEMA will, in the upcoming months, provide additional and detailed information about this system and its proposed implementation. While use of this system will primarily affect Massachusetts Tier II filers, MEMA will continue to include Massachusetts EPCs and Fire Departments in our outreach efforts. Steps to Register

Please note that only individuals may register to use this system. It is recommended that the individual who registers be the individual who will submit the Tier II report for the facility.


For consultants who wish to register on behalf of their client facility, we require an ‘authorization email’ from the facility stating the consultant(s) is authorized to access the facility records.
This ‘authorization email’ must be sent by the facility to Tier2@state.ma.us and contain the name(s) of the consultant(s), the name and address of the facility, and contact information (name, address, phone number, and email address) for the primary point of contact at the facility. Please enter ‘Tier II Manager System Consultant Authorization’ in the email subject line.
MEMA will review these emails and follow-up with the consultant and facility. Consultants should not register until an authorization email has been sent and follow-up has been completed by MEMA.
Registration is a one-time process; if you have already registered to use this system you do not need to do so again.


  1. Massachusetts EPCs and Fire Departments should not register to use this system. Tier II report filers should go to the Tier II Manager website here: http://massachusetts.idsimaps.com/submit/


Please note the following prerequisites to use of the system:


      • Browser: Internet Explorer 10 or higher; Firefox 20 or higher; Chrome 26 or higher;

      • Components: Adobe Acrobat Reader (free download);

      • Settings: Enable Javascript in your Browser (browser setting); Turn off the pop-up blocker in your Browser (browser setting).




  1. Click ‘Register Now’.



  1. Fill in all red fields per given instructions; please note that you will (per the instructions) set your own user name and password. You do not need to complete the ‘Facility ID’ field.


For consultants (after above-referenced ‘authorization email’ has been sent and approved):
If you are filing for one facility, please enter that facility name in the ‘Company Name’ field.
If you are filing for multiple facilities, please enter your company name in the ‘Company Name’ field. In addition, please send an email to Carrie.Clifton@state.ma.us that references your registration request and includes a list of the facility names you will be submitting reports for.


  1. Once complete; click ‘Register’.




  1. You will then receive an email that your registration information has been sent for approval and that you will be contacted shortly. Please allow up to two weeks for processing of your registration.




  1. Once approved, you will receive an email stating you have been registered.




  1. Once you have received the registration approval email, please log into the system with your username and password. You should be able to view the facility reports submitted in Reporting Year 2011 and 2012. Please note that MEMA is working to populate RY 2013 reports into the Tier II Manager System by November 30. If you do not see these RY 2011 and/or 2012 reports, please contact Carrie Clifton at 508.820.2001 or via email at Carrie.Clifton@state.ma.us.




  1. This completes the Tier II Manager System registration process.
