The Board of Supervisors of East Franklin Township met in the Municipal Building at 6:00 p.m.
for a regular meeting.

APPROVALS:
CDBG FUNDS:
Sally Conklin, County Representative – CDBG Funds Update – Today at 5:30 we
had your second public hearing a continuation of the first public hearing to get
input from the residents on the needs of East Franklin Township. This was for
your 2016 CDBG Funds. At the next regular Township meeting on September 29,
2016 we will pass a resolution. Tonight we need a motion to designate the use of
Township 2016 CDBG Funds for housing rehabilitation.
Motion made by David Stewart and seconded by Dan Goldinger to rescind the motion
made at July 28, 2016 regular meeting to approve designation of CDBG Funds for
2016 to update Tarrtown Sewage Plant emergency alert system/playground in
Tarrtown and designate the funds for housing rehabilitation. Motion approved
unanimously.
MINUTES:
Motion made by Barry Peters and seconded by Dan Goldinger to approve minutes
for the July 28, 2016, regular meeting and August 5 and August 18, 2016, special
meeting. Motion approved unanimously.

APPROVE BILLS AND INVOICES:
Motion made by David Stewart and seconded by Barry Peters to approve paying
all bills and invoices for July 29 through August 25, 2016. Motion approved
unanimously.
POLICE REPORT:
Total reportable calls – 95.
Motion made by Barry Peters and seconded by Dan Goldinger to approve the
Police Report for July 29 through August 25, 2016. Motion approved unanimously.
ROAD MASTER REPORT:
Our paving and sealcoat projects have been completed with the exception of some
brooming. We have been cleaning ditches and grading many of our dirt roads.
Limestone was spread on them as well. Boltz Road and Preston Lane were
shot with dust oil and chipped. Sections of the Adrian-Tarrtown Road will also
be shot and chipped next week. Salt, antiskid, and ashes were delivered and
stockpiled for this winter. We had one 911 call-out for a tree on Pleasant View
Drive. A few minor repairs were made on the equipment. The mower has been
out nearly every day mowing our right of ways. Also, we continued to update our
street signs.

Road Master Report for July 29 through August 25, 2016. Motion approved
unanimously.
ZONING OFFICER REPORT:
Four permits were written for August. One for demolition of an existing home, one
for a commercial exterior sign, one for a storage building erection and one for
a home addition. I met with the Township Planning Commission to discuss
one sub-division. The approval was tabled until receiving more in depth
drawings.
Motion made by David Stewart and seconded by Barry Peters to approve the
Zoning Officer Report for July 29 through August 25, 2016. Motion approved
unanimously.

SEWAGE REPORT:
All Treatment Plants and Pump Stations are working as expected, no problems
to report. One real estate transfer inspection was done in the Cowansville
area. There was a call-out at Boltz Pump Station. A Control Relay was
replaced at the Cowansville Treatment Plant. Sewage service was
discontinued on August 20th at 654 East Brady Road, Kittanning, PA 16201.
Responded to a one call in the Fox Hollow area. Two loads of sludge
were hauled from the Fox Hollow Plant by Atkinson’s and were taken to
Worthington Sewage Plant. The Final Tanks were emptied and cleaned.
All required lab samples were collected and transported to CWM. All
DMR reports for the month of July 2016 were submitted to DEP.
Motion made by Dan Goldinger and seconded by Barry Peters to approve the
Sewage Report for July 29 through August 25, 2016. Motion approved
unanimously.
INSURANCE:
Motion made by Dan Goldinger and seconded by David Stewart to approve
C.W. Howard Insurance Agency, Inc. as our agent. (Insurer – Selective Insurance
Co.) (Policy Term – 9/1/16-9/1/17) for Commercial Property, Inland Marine,
General Liability, Police Professional Liability, PA Public Law, Public Officials,
Automobile, Umbrella sub-total annual premium $37,365.00 and Workers
Compensation sub-total annual premium $24,555.00. Total renewal premiums
$61,920.00. Volunteer Fire Department - Workers Compensation premium
$13,168.00. Total increase of $5,668.00.00 for the year 2016-17. Motion
approved unanimously.

AUTHORIZATIONS:
Motion made by Barry Peters and seconded by Dan Goldinger to authorize to close
East Franklin Township - Real Estate Checking Account # 4263043 and transfer
funds to East Franklin Township – General Fund Account # 615734. Balance
as of August 25, 2016 is $9,006.27. Motion approved unanimously.

Motion made by Barry Peters and seconded by Dan Goldinger to adjourn meeting
at 6:30 p.m. Motion approved unanimously.
