Urban Transit

Spring 2015

Monday 6:10 PM to 8:40 PM

The Spring 2015 Transit Planning Studio will work for NJ TRANSIT to assess the travel and transit service needs in the southeast section of Middlesex County, NJ and northeastern Monmouth County, NJ.
This will entail a transit market needs assessment along the southerly portion of the NJ Route 35 Corridor in southeastern Middlesex County and northern Monmouth County and along the entire length of the NJ Route 36 Corridor in northeastern Monmouth County from Garden State Parkway Exit 117 to Exit 105. In Middlesex County this will include the communities of: southern Woodbridge, Perth Amboy, South Amboy, eastern Sayreville and eastern Old Bridge. In Monmouth County this will include the communities of: Keyport, Union Beach, Keansburg, Hazlet, Leonardo, Atlantic Highlands, Highlands, Middletown, eastern Aberdeen, eastern Holmdel, Red Bank, Fair Haven, Rumson, Sea Bright, Little Silver, Oceanport, Eatontown, Monmouth Beach and Shrewsbury. The study area is generally defined as being bounded by the Raritan Bay to the east, the Garden State Parkway to the west, US Route 1 to the north and NJ Route 36 to the south. Included in the analysis area are the following large developments: Woodbridge Center, The Landing at the Point at Sayreville (under construction), the former AT&T Bell Labs facility in Holmdel and the former Fort Monmouth site in Shrewsbury/Eatontown.
Existing NJ TRANSIT bus and rail services within the study area along with other bus services provided by Academy Bus, Middlesex County Area Transit and Monmouth County will be analyzed. This will be an assessment of the local/inter-community travel needs such as for work, education, health care, cultural and recreation. It will also include connecting communities/corridors to NJ TRANSIT’s North Jersey Coast Line with the local feeder services to serve current and emerging industrial, commercial, residential, education, health & human services and other activity centers.
The proposed activity will be research, market assessment, stakeholder outreach, service plan development and refinement. There will be a minimum of one final presentation of the findings to the NJ TRANSIT staff and other interested stakeholders.
The anticipated products from the studio will be a framework for rationalizing and/or expanding existing bus services and creating new bus services that are needed. This may include identifying sites for new commuter park and rides, new transit centers, transfer points and bus stations/terminals. A report will be prepared which will contain information on the demographic, land use, trip generators and other factors that support the transit service plan for this area. Schedules for rationalized & proposed new bus routes will be developed along with an estimate of the potential operating costs and revenues.

Meeting Dates and Project Plan
January 27. Introduction

Introduction, project overview, select groups, fills out contact information, review schedule. Initial discussion with representatives from NJ Transit.


February 2. Understanding Community Transit

A lecture and discussion on the role and operation of the community transit services that could be a tool to use in providing transit service.


February 9. Understanding General Bus Transit Service

A lecture and discussion on the role and operation of the general bus transit services that could be a tool to use in providing transit service.


February 16. Stakeholder Outreach

Determine what stakeholders need to be contacted to provide input into the studio. Determine what questions need to be asked. Break into teams to conduct the stakeholder outreach.


Friday, February 20—STAKEHOLDER OUTREACH MEETINGS

This will be held at the Middlesex County Fire Academy. Stakeholders from the various municipalities and interests along the study corridor will be invited to attend. This will be an organized series of questions designed to elicit the needs of those in the study corridor.


February 23. Transit Generators, Demographics and Planning Transit Services

Determine what demographic, land use, trip generation and other service related data we need to collect to plan transit services for this area.


March 2. Mapping and Developing Demographic

A working session to codify the data and make initial determinations of transit service potential in the study area.


March 9. Report on Stakeholder Outreach

Discuss the finding of the stakeholder outreach. How does this fit with the demographic data that was developed the previous week. What commonalities exist between communities and what differences are there?


March 16. NO CLASS—SPRING BREAK
March 23. Begin to Develop Transit Service Options

A working session to develop the initial transit service options and routes.


March 30. Begin to Develop Schedules

A working session to develop the schedules for the service.


April 6. Meeting with NJ Transit

Present preliminary findings and receive feedback from client


April 13. Service Refinement

Develop final recommendations and begin to prepare the final presentation to stakeholders.


April 20. Final Presentation

Complete development of the final presentation.


April 27. Reserved For Presentation Refinement if Needed
May 4. No Class in lieu of Presentation to NJ Transit Staff on either May 7 or 8 during the workday.
