CENTRAL BERKS REGIONAL POLICE COMMISSION

The September 3, 2015 meeting of the Central Berks Regional Police Commission was called to order at 7:00 PM by Chairman John Theodossiou. The meeting was opened with the pledge to the flag. Commissioners answering roll call included James Cocuzza, Mark Dudash, Benjamin Overley, Donald Smith, John Theodossiou, and Todd Weikel. Also

in attendance was Claudia Hurwitz, Secretary; Mark Merolla, Solicitor; Raymond Serafin, Chief of Police; Officer Josh Steingraber.

APPROVAL OF MINUTES:

MOTION TO: approve the August 6, 2015 meeting minutes, as presented.

MOTION BY: Mr. Cocuzza SECONDED BY: Mr. Overley VOICE VOTE: All in favor.

FINANCIAL REPORTS:

MOTION TO: ratify payment of bills totaling $128,055.28, as presented.

MOTION BY: Mr. Cocuzza SECONDED BY: Mr. Theodossiou VOICE VOTE: All in favor.

MOTION TO: approve the August 2015 Treasurer’s Report totaling $392,926.13, as presented.

MOTION BY: Mr. Cocuzza SECONDED BY: Mr. Theodossiou VOICE VOTE: All in favor.

MOTION TO: approve payment of interim bills and payroll.

MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Overley VOICE VOTE: All in favor.

AUDIENCE PARTICIPATION: Officer Steingraber, representing the Police Association, presented a notice of

binding arbitration.
SOLICITOR’S REPORT: Mr. Merolla reviewed a letter of denial of Right to Know requests that are exempt from

disclosure. The letter was generated by Spring Township.

MOTION TO: adopt the letter of denial with regard to criminal investigations.

MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Cocuzza VOICE VOTE: All in favor.

St. Lawrence would like to be added as an additional insured to the liability policy. Ms. Hurwitz will check with

EHD to see if there will be an additional cost. Gosling Court’s agreement will be renewed for 2016.

COMMITTEE REPORTS:

Administration: no report.

Personnel: referred to executive session.

Finance: no report.

Equipment: Car #4 is almost road-ready. Old car#4 is ready to be lettered for the Mount Penn Codes officer.

Insurance/Pension: Notice of class action suits were passed on to the solicitor.

Grants/Audits/Community Policing: The Reading 120 bike race was discussed.

CHIEF AND SECRETARY:

Chief: Call volume is almost the same as last year, but criminal offenses are up. Three arrests were made in the copper pipe burglaries.

Secretary: Since Morgan Stanley took over the pension check-writing for the retirees, the First Priority pension plan bank account is no longer necessary.

MOTION TO: close the First Priority Bank pension plan account and forward the balance to Morgan Stanley.

UPDATES:

Lower Alsace Township: no report.

Mount Penn Borough: no report.

Police Association: no report.

OLD BUSINESS: Chief Serafin had three roofing companies come out to look at the two overhang roofs on the front of the police building. Two companies returned quotes: Bachman’s Roofing -$21,320; S.D.Fisher Exteriors-$2,200.

MOTION TO: hire S.D.Fisher Exteriors to complete the overhang roof repairs for $2,200.

MOTION BY: Mr. Theodossiou SECONDED BY: Mr. Cocuzza VOICE VOTE: All in favor.

The Commissioners will submit the quotes for building painting to their respective municipalities for approval.

NEW BUSINESS: none.

EXECUTIVE SESSION: Mr. Theodossiou called for an executive session at 7:28 PM to discuss contract issues. The meeting reconvened at 8:28 PM with no action taken.

The next regular meeting is scheduled for October 1, 2015, at 7:00 PM at the Mount Penn Borough municipal building.
