The implementation of research results. Based on the scientific results 
obtained on the development of the regional economy based on ensuring the 
activities of free economic zones: 
The essence and significance of the category of free economic zones from 
the point of view of the economic development of the region is scientifically 
substantiated by approaches to their organization, an innovative author's approach 
based on the characteristics and levels of free economic zones of FEZ (State 
Unitary Enterprise “Navoi”, FEZ “Bukhara-Agro” and “Gijduvan”) Certificate of 
the Ministry of Economy and Industry № 4-8 / 4-20-2674 dated November 6, 
2019, certificate of the khokimiyat of Navoi region № 04-04 / 1964 of September 
10, 2019 and certificate of State Unitary Enterprise “Navoi” Reference number 
01/71 of 14 February 2019, the reference book of the State Unitary Enterprise 
“Bukhara-Agro” dated June 17, 2019 №40240 and the reference book of the State 
Unitary Enterprise “Gijduvon” dated June 18, 2019 № 171). As a result of this 
proposal, the costs of the state budget for the management of free economic zones 
were reduced by an average of 1.6%; 
statistical assessment of the level of influence of economic indicators 
affecting the development of free economic zones based on the use of the multi-
factor index methodology adopted by the State Unitary Enterprise SEZ “Navoi” 
(Certificate of the Ministry of Economy of November 6, 2019 № 4-8 / 4-20-2674) 
and the certificate of the State Unitary Enterprise SEZ “Navoi” № 14.01.71, 2019). 
The practical application of these proposals is effective due to the rich natural and

economic potential of the regions contributed to the use and solution of structural 
problems; 
As a result of studying foreign experience in the FIZ “Navoi”, a model of 
free economic zones management was adopted, aimed at increasing the activity of 
the FEZ by harmonizing the effectiveness of three levels of management and, as a 
consequence, the economic development of the region and the development of the 
regional economy (September 10, 2019 №. 04-04 / 1964 reference-reference SUE 
“Navoi” SEZ dated February 14, 2019 № 01/71). As a result of this proposal, the 
management of free economic zones has been improved, which has contributed to 
the solution of systemic problems and the development of social infrastructure; 
within the framework of scientific proposals for the development of the 
regional economy through free economic zones and the Concept of socio-
economic development of regions for 2020-2030, a forecast for 2020-2030 was 
adopted for use in the activities of the khokimiyat of the Navoi region and the 
Navoi FEZ (September 10, 2019, khokim 04- Certificate № 04/1964 and certificate 
of SUE SEZ “Navoi” dated February 14, 2019 №. 01/71). Based on the 
implementation of these proposals and the results obtained, they were used in the 
formation of the concept of socio-economic development of Navoi region until 
2030.
