INTRODUCTION (abstract of the thesis of the Doctor of Philosophy (PhD)) 
 
The aim of the research is to develop scientifically based proposals and 
recommendations for further improving measures for the use of automated 
fingerprint identification systems in detection and investigation of crimes. 
The object of the research is the socio-legal relations connected with the use 
of automated fingerprint identification systems in the organs of internal affairs for 
detection and investigation of crimes and measures of improving the sphere. 
The scientific novelty of the research work includes the followings: 
scientifically substantiated that fingerprint registration is a procedure carried 
out by authorized state bodies to collect, systematize and process fingerprint 
information in order to establish or confirm a person’s identity, identify 
unidentified corpses, search for hiding criminals, and also substantiates the need 
for legislative consolidation of this provision; 
scientifically substantiated the need to implement the practice of exchanging 
individual arrays of handprints taken from places of undisclosed grave and 
especially grave crimes committed on the border territory of the Republic of 
Uzbekistan, and conducting checks with neighboring states, as well as its 
procedures, mechanism and timing; 
scientifically substantiated the need to develop a unified interagency 
methodology for conducting similar forensic examinations in accordance with the 
criteria of relevance, completeness, comprehensiveness, reasoning, phasing, logic, 
which will be carried out by forensic institutions and forensic units; 
scientifically substantiated the need for replenishment of fingerprint, 
habititoscopic, genotypic and phonoscopic types of records on a single information 
platform of forensic records, as well as the introduction of legal mechanisms for 
their use in internal affairs bodies.
