Expectations of trade unions: 

Reduction of energy and raw materials consumption by industrial enterprises 
due to renewable energy sources; 

Limiting greenhouse gas emissions of industrial enterprises through the 
application of penalty standards by creating an accumulative fund of the state; 

Minimization of waste and pollution of individuals by creating an 
amplification system on the part of the state; 

Protection and restoration of the ecosystem with the help of trade unions and 
the environmental movement. 

Creation of a new economic model based on the environmentally sound use of 
resources and economic efficiency. 

Creation of jobs that will help protect the ecosystem and biodiversity, 
reducing the consumption of energy, materials and water through high-efficiency 
strategies in the Karakalpakstan region. 

Decarbonize the economy and minimize or completely eliminate the 
formation of all forms of waste and pollution. 

Improvement of the standards for the production of environmentally friendly 
products and services through rebranding. 

Creation of industrial enterprises for the re-production of products and 
services from renewable energy sources. 

Improve the transport logistics system and conduct training seminars in 
makhallas for citizens on the formation of attitudes and worldviews for the 
maintenance of clean transport and fuel. 

Improve the system of the construction industry for the construction of 
«green» buildings, namely, to propagate biodegradation through energy-efficient 
production and distribution.

Trade unions expect that their opinion will be considered in determining the key 
features of the transition period in the implementation of each large-scale project, 
especially in situations where the necessary large-scale restructuring processes create 
risks of job losses. Such cases require the development of a targeted and coordinated 
set of legislative, collective and contractual agreements, regulations and initiatives 
with the active participation of social partners. The parties should strive to sign 
comprehensive agreements guaranteeing a socially responsible approach to the

restructuring program. Sometimes workers and trade unions may agree and refuse to 
increase wages and other social guarantees in exchange for a specific social 
compensation plan that implies, for example, work redistribution programs, early 
retirement as an instrument of a socially responsible process of staff reduction. Trade 
unions should insist on proactive measures, such as creating a Map of existing and 
future skills needs to determine vocational training goals and develop an individual 
re-employment strategy for each affected employee in cooperation with the local and 
regional government, company management, production councils and social partners. 
Transitional programs and support projects should focus on investments not only 
in the employment of workers, but also in the communities affected by the 
restructuring.
