Abstract.
The article analyzes the problems associated with inconsistency
between teacher training and strategic directions of modern Russian educa-
tion. In particular it is noted that qualification gap was formed in teacher
education: lack of specialists combining a decent level of theoretical knowl-
edge and the practice-oriented nature of its implementation. Graduates of
teacher education are poorly prepared for the work with children with dis-
abilities. Professional Arsenal of graduates of pedagogical universities has
no tools to identify gifted and talented children at early age. A number of
these problems, which are particularly acute for Russian education defines
emergence of conceptual ideas concerning creation of innovation models and
technologies of pedagogical education which are successfully embodied in
the network interaction of higher educational establishments, colleges and
other educational organizations. Novelty of the task which is set lies in the
fact that in the course of realization of the pilot project will be used the po-
tential of united information of the educational environment which belongs
to the Centre of scientific innovations in pedagogical education This environ-
ment aims to increase effectiveness of pedagogical staff preparation and is
realized in the network interaction of higher educational institutions, col-
leges and other educational organizations. It is also supposed to develop and
approve the basic educational program of higher education of bachelor level,
which provides awarding qualification “applied bachelor” to graduates; to
organize unified basis of staff, information, material and technical, educa-
tional and methodic resources of “partners” on the basis of the agreement; to
work out a list of additional pedagogical qualifications in the course of get-
ting the basic one, with possibility of their replenishment in the framework
of pedagogical internship on the basis of the Centre; to form competences of
trainees to the received qualifications and to determine their compliance to
the demands of qualification tests in certification in the sphere of general
education; to reduce the risk of job displacement of graduates due to the
