Execution of the state budget in France refers to the powers of the budget of the Ministry of Public Accounts and Civil Service of France, which includes the General Directorate of Public Finance Accounting - Treasury France.
In France, the budget adopted a two-tier system:
State budget
The budgets of local governments
Execution of the state budget
French Treasury performs the following main functions:
Provides funds to the state treasury (in particular, income tax, taxes on immovable property (land tax), tax shelter, tax professional (fee for obtaining a patent for the right to engage in professional activities), fines, etc.);
Monitors the implementation of government spending (the correctness of the payment);
Keep records of receipts and disbursements from the state treasury;
Carries out the payment of salaries and pensions to civil servants;
Since 2006, manages state property;
Serves local budgets (1200 clients);
Takes control of funds from members of the "free" professions (for eg. notaries).
